Political and Economic Context
Yemen, a lower middle income country, is faced with serious socio-economic disputes that negatively affect the national agriculture. The hard geographic environment, coupled with the demographic and educational status of the majority of the populations, makes the access to essential basic services in affordable costs extremely challenging. The political and economic situation in Yemen is still unstable and un-predictable and the security situation has deteriorated, as well. The World Food Program 2017 Comprehensive Food Security Survey indicated that 17 million of Yemenis are food insecure, with 7 million Yemenis being severely food insecure and close to famine. Development indicators in Yemen describe the current challenges towards reaching the national goals and achieving the set targets. This include:
• Poverty and vulnerability: As a result of the global economic crises and the uprising events of the year 2011, prevalence of poverty increased from 35% in the year 2010 to more than 54% in the year 2013. Vulnerable groups are not sufficiently considered by the Health, Nutrition, WASH and Agriculture systems under the safety net schemes in the country. The lowest economic percentile of the population is not addressed in planning for the Health, Nutrition, WASH and Agriculture services. Thus, inequality exists in all of these systems related interventions.
Workforce: The mapping of Health, Nutrition, WASH And food Agriculture staff shows that there is an imbalanced distribution among workforce as more than 60% are administrative staff compared to only 40% or less technical ones.
