Empowering boys to be leaders is the core of Scouting. Scouts learn by doing, and what they do is lead their patrols and their troop. The boys themselves develop a troop program, then take responsibility for figuring out how they will achieve the goals. One of our most important challenges is to train boy leaders to run the troop by providing direction, coaching and support. The boys will make mistakes now and then and will rely upon the adult leaders to guide them. But only through real hands-on experience as leaders can boys learn to lead.
The Patrol Leaders’ Council (PLC) is the group of youth leaders who plan and run the troop. It’s made up of the Senior Patrol Leader, Assistant Senior Patrol Leader(s), Patrol Leaders, and other key positions of responsibility. The PLC meets regularly to set the troop’s calendar, organize meetings and outings, and make sure each patrol has a voice in decision-making. In short, it’s where Scouts practice real leadership—planning, problem-solving, and working together to guide the troop’s program.

PORs are leadership roles within the troop that give Scouts the chance to serve others, develop new skills, and demonstrate responsibility. These roles include positions like Scribe, Quartermaster, Patrol Leader, Librarian, Historian, and many others. Holding a POR isn’t just a title—it’s an opportunity to contribute to the troop’s success, make decisions that affect others, and grow as a leader. Scouts who serve in these roles also fulfill advancement requirements on their trail to Star, Life, and Eagle.
