Off-Season Rule Changes

I - Max Contracts

Because of the chaos this has caused over the past two seasons with max re-signs/etc, we will be making some changes to rules around these types of contracts. Going forward:

• Teams are allowed to resign their pending UFA(s) to above max contract dollar amount if they choose to
• Max sign years for a pending UFA that exceeds the max contract amount is two years
• Max sign years for newly signed max contract Free Agents is one year
• Max contract Free Agents signed from UFA receive a one year no-trade clause
• Teams can only sign one UFA (from Free Agency) max contract per year
• Like last year, teams who have a UFA expire that would have been over max contract will get first shot at retaining only one of the max contract players

II - Retained Salaries

Per the NHL rules, teams can retain up to 50% of contracts however, the salary moving to the acquiring team cannot be below the minimum PHA contract amount. The minimum PHA contract is equal to the starting bid amount from the most recent Free Agency period.

Teams who trade players signed to a max contract deal in Free Agency that year cannot retain salary in trades.

III - Opening Season Waivers

Players clearing the waiver period prior to the PHA season opening, can be called up and down as many times as a team desires until January 1 of the same season.

The waiver period will continue to be temporarily eliminated 24 hours after the trade deadline each season until the opening season waiver period of the season following.
