The deadline for submitting any resolutions or legislative agenda items for consideration at the 2015 Convention is 5PM on July 3.Please make sure you submissions are complete or they will not be accepted. This means you MUST include a financial impact assessment for each resolution! Many resolutions won't have a financial impact (like taking a position on an important issue) but you still have to report a financial impact of "none".
A typical resolution might read something like:
Free Cookie Fridays
WHEREAS, human kind has existed for the majority of its existence in a cookie-deprived state.
WHEREAS, this cookie-deprived state can be Archeologically quantified to represent over 90% of human history.
WHEREAS, most people do not eat cookies on a daily basis but wish they could.
THEREFORE BE IT RESOLVED, PEF will demonstrate its compassion and magnanimous charity by giving its members free cookies every Friday.
BE IT FURTHER RESOLVED, milk will be made available to those who request it.
Fiscal Impact: $1,500,000.00/year

You may not want to copy this example verbatim but it does demonstrate the basic layout. Establish the condition or problem within the "WHEREAS" statements - trying to keep individual supporting evidence/statements separate. Put what you want PEF to do in the "THEREFORE BE IT RESOLVED" section and, if there is an additional action you want, put it in the "BE IT FURTHER RESOLVED" portion. It is often important to be succinct to maximize comprehension. Long resolutions can be glazed over and consequently passed over in committee so try to make things as plain-English and as short as possible.
The $1.5 million estimate isn't too far from reality BTW.
