Why was the PWRA formed?

The PWRA was formed and recognised by agreement with Freshwater, the landlord, in 2009 under a Tomlin High Court Order, staying a long running High Court case between the leaseholders and the landlord. The PWRA stands to improve the maintenance of the building, its quality of services, the value for money from service charge demands and the service charge financial forecasting by the landlord so as to avoid unexpected major service charges, resultant disputes, legal actions and other negative impacts upon the buildings residential amenity. We understand that improved residential amenity may also increase the long-term capital values of properties at Park West because it will encourage people to live here longer-term and make their permanent homes here, rather than operate and manage the building as temporary short-term accommodation, or a hotel, for which it was never designed or allowed to operate under the existing leases.

We are all volunteers elected by our membership at our AGM, who put in very significant efforts to deliver the PWRA's vision and directives. 

We are Not-For-Profit and have a strict non-profiteering mandate for all our officers.


FTT Recognised Tenants Association

This is important. Although the PWRA is recognised by Freshwater, the landlord, as agreed under the Tomlin Order we need a sufficient percentage of total leaseholders to become members of the PWRA in order to attain 'Recognised Tenants Association' (RTA) status at the First Tier Tribunal (FTT) so that we can have certain important rights in English law.

If you are a leaseholder at Park West you can see why it makes sense to join us, as collectively we will have greater scrutiny and say of the quality of services and running costs from our money; this will eventually reflect in the value of our properties. The case histories and beneficial outcomes for forming and joining a RTA are well proven, even if you are a leaseholder who rents out your property. Please see the Useful Links section for more information on why this can increase the value of your flat.

The PWRA Committee is made up of no more than 23 and no fewer than 3 PWRA members at any given time. There is an elected Chairperson, Deputy Chairperson, Secretary, Deputy Secretary, Treasurer, Minutes / Membership Secretary, 9 Block Reps and 9 Deputy Block Reps each representing their respective Park West block.

Designed, published and operated by the PWRA, the purpose of this website is to give leaseholders, residents, purchasers and tenants, up-to-date news and information about the Park West building, its management and the local area.

The Park West Residents Association was set up and is run by volunteers to maintain and continually improve residential amenity at this fine and beautiful Art Deco building within the historical and prestigious Hyde Park Ward of London. We now have a significant proportion of leaseholders within our membership.
