The wording in the PA emissions manual states that a mileage exemption is available for, " Vehicles driven less than 5,000 miles in the previous twelve months, which have been owned by the same person for at least one year."
In June 2024 PennDOT issued a bulletin updating and clarifying some of the requirements.
The manual also goes on to state that, "Mileage totals from the previous inspection year can be taken from the vehicle's PA Safety Inspection Certificate (safety sticker) or from PA Vehicle Inspection Information Data Base (VIID)." As per the EB24-01 bulletin, no other mileage sources are acceptable for the purposes of issuing an exemption.
The bulletin also adds: "For each type of previous mileage source noted above, 12 months (one year) must have passed since the last inspection. The emissions station/inspector must retain proof of previous mileage source used in qualifying each vehicle for a 5000-mile exemption. This proof can be a copy/image of the front and back of the safety sticker that clearly shows all qualifying information, or a printout from the emission analyzer’s previous inspection history report showing all qualifying information. Documentation must be attached to a copy of the 5000-mile exemption, Sticker Issuance Report, and both must be retained for Quality Assurance Officer review during the next emissions station audit.
This means that it must be a full 365 days or more from the previous inspection and you can no longer contact the Station Hotline for permission to issue a mileage exemption if you are under 5,000 miles but provide documentation showing slightly less than 12 months of mileage.
