The Value Curve Framework is a visual diagram used by organizations during a formative or summative evaluation stage in a current program to suggest ways to re-design areas with the intent of improving its overall functions and structure. It focuses on evaluating four areas within the organization or program: create, eliminate, raise, and reduce.

The researcher constructed a value curve diagram depicting the programmatic areas of the organization that could be increased and new programmatic ideas that could be created to assist in the overall improvement of the program. The actual value curve framework involves using all four concepts listed above, however, given the current expansion/pilot status of the program, the researcher decided that there had already been major changes that effectively revamped and eliminated some areas making it unnecessary to focus on the concepts of elimination or reduction.
