Most consumer radios come with 22 channel options. Channels 1 through 7 are your "shared" FRS/GMRS channels. These channels can be used on a low-power setting (0.5 watts or less), legally, without a license.
Channels 8 through 14 are your FRS channels. The manufacturer sets these channels to automatically lower their transmit wattage to 0.5 watts of power, meaning you can switch to any of these 7 channels and use them right out of the box license-free! These channels will be your best bet for short-range communication without having to apply for a license.
Channels 15 through 22 are your GMRS channels. According to the FCC, you must NOT use these channels unless you have a valid GMRS license.

If you operate a radio that has been approved for both FRS and GMRS, and if you limit your operations to the FRS channels with a maximum power of ½ watt effective radiated power and an integral antenna, you are not required to have a license. (Note that some dual-service radios transmit with higher power on FRS channels 1 through 7; these radios can be used without a license only on FRS channels 8 through 14.)
