(PAC)
By-Laws
Article 1 – Name, Location and Fiscal Year
a. The official name of the PAC shall be: North Andover High School Parent
Advisory Council
b. The Principal Office of the PAC shall be: NAHS

c. The Fiscal year runs from July 1st through June 30th.
Article 2 – Purposes
Among the purposes of the PAC are:
a. To facilitate communication among parents, teachers and school Administrators.
b. To raise funds for student, staff and community based programs.
c. To hold a variety of social events to promote fellowship among NAHS staff.
d. To support events which enhance student education and fellowship.
Article 3 - Membership
Membership in the PAC shall be open to all parents/guardians of NAHS students.
To be included on e-mail listings, parents/guardians will complete a form which
can be obtained from the NAHS website www.northandoverpublicschools.com/nahs
Article 4 – Fund Raising
The PAC will conduct a direct donation campaign annually. This donation
request will coincide with the membership drive. A donation is not required for membership.
Article 5 – Voting Rights
All voting rights shall be vested in each member, including officer, shall be entitled to one vote with respect to any question or matter which may come before a meeting. A majority of all voting members present shall constitute a quorum for transaction of any business. The vote of at least the majority of the members at a meeting shall be necessary and sufficient to decide questions or matters brought before such meeting.
Article 6 – Meetings
Regular Meetings of the PAC shall be held four times per academic year. Unless otherwise posted on NAHS Website, the schedule shall be the fourth Thursday of October, January, March and May. Meetings will be held in the Lecture Hall of NAHS at 7pm.
Special Meetings may be called by the President or upon request of the majority of members in writing.
The Annual Meeting shall be held in conjunction with the May meeting for the purpose of electing officers.
Regular attendance is encouraged for all members but is required for officers. Meetings shall be held in accordance with Roberts Rules of Order except as modified by the by-laws or by the majority vote of the PAC members.
Article 7 – Officers
The officers of the PAC shall consist of a President, Vice President, Secretary and Treasurer who shall be elected by the majority vote at the annual meeting. New terms of office shall commence at the start of the next academic year following the annual meeting. There shall be paper ballots for all offices. Nominations for offices shall be accepted between April 1 and May 15. Elections to fill vacancies may take place at any meeting and shall be for the unexpired term of the previous incumbent. However, if the office of President becomes vacant, it shall be filed by the Vice President for the unexpired portion of the term.
The President shall be the chief executive officer of the PAC, subject to the direction of PAC members and shall have general charge of the business and property of the PAC in its general operations. The president shall preside at all meetings and shall appoint all committees and be an ex-officio member of all committees. Subject to the direction of the PAC, the President shall be the official spokesperson for the PAC. He or She may delegate duties to any one or more members of the PAC, as is deemed necessary or expedient.
The Vice President shall exercise all of the functions of the President during the Absence or disability of the President and when so acting shall have all the Powers of and be subject to all the restrictions of the President.
The Secretary shall record all the proceedings of the meetings of the PAC, cause all notices to be duly given as required and generally perform all duties incident to the office as the PAC deems necessary. In the absence of the President and Vice President, the Secretary shall assume their duties. All records will remain the property of the Council.
The Treasurer shall keep the books of account of all expenditures and be responsible for receipts and disbursements and make quarterly reports to the PAC in writing. The Treasurer will assist officers with the preparation of the annual budget and any required reporting. All records will remain the property of the PAC.
All officers shall be elected annually.
Article 8 - Committees
The President shall appoint whatever functional committees as are deemed necessary in accomplishing the purposes and goals of the PAC. Such committees may enlist the services of non-members (without voting powers) to work on special projects to accomplish the purposes for which they are formed. The President shall be an ex-officio member of all committees.
Article 9 – By-Law Amendments
Proposed By-Law amendments require the affirmative vote of the majority of PAC members present at a regular or special meeting. At least one week before a meeting where a proposed amendments(s) is to be considered, a notice accompanied by the full text of the change shall be posted on NAHS website at www.northandoverpublicschools.com/nahs
