Cmder is a metapackage of 3 other packages configured for easy out-of-the-box use:

Cygwin is a full port of POSIX-compatible userland by means of thecygwin1.dll which implemented POSIX APIs in terms of Windows APIs. As a result, any programs built using the Cygwin toolchains depended oncygwin1.dll. However, Cygwin is licensed GPL (not LGPL), so any such code would have to also ship under GPL (there are exceptions for OSS software, and you can also buy a license from Red Hat).
MinGW is an effort to make gcc produce Windows binaries without any dependence on a DLL. This is done by providing the Windows headers and whatever stub libraries required.
MSYS is a small subset of GNU userland tools built with MinGW toolchains, such that common POSIX software (e.g. autoconf/make-based projects) can successfully be built. These tools include things like bash so you can run make and so on.
MSYS2 is a re-imagining of Cygwin, but one that ships with a powerful command-line package manager (pacman, the official package manager of the Arch Linux project), and attempts to provide vanilla upstream packages.
mingw-w64 is another separate effort to make gcc produce Windows binaries without any dependence on a DLL (similar to MinGW), but has had better success at keeping up with the latest gcc versions. This toolchain can confusingly produce 32-bit and 64-bit binaries.
msysGit is a fork of the MSYS project, that builds git along with the other basic GNU userland tools.
