Design, Construction and Environmental Services for the Pipeline Industry

METROPOLITAN also provides comprehensive design, construction oversight, environmental, health, and safety services to support pipeline asset development, operation, and shutdown/closure. Among these services are permitting and certification of interstate, and local pipelines; toxicity evaluation; Spill Prevention, Control, and Countermeasure plans (SPCC); Storm Water Pollution Prevention Program plans (SWPPP); compliance/ due diligence audits; site investigation and remediation; risk assessment; and construction environmental inspection.

Compressor Station, NY. For this new compressor station, METROPOLITAN completed the state facility air permit application, dispersion modeling of compressor turbines and engines, air emissions calculations, New Source Review (NSR) and Nonattainment NSR applicability analyses, and agency meetings and negotiations. METROPOLITAN prepared Resource Report 9 to support FERC filings and Conformity Analysis for construction emissions (off-road and on-road vehicles and fugitive dust).

Air Permitting, West Pipeline, Wyoming, Colorado, Nebraska, and Missouri. METROPOLITAN obtained air permits for four pipeline compressor stations (powered by a combination of IC engines and combustion turbines) in four states. METROPOLITAN performed emissions calculations, dispersion modeling, NSPS reviews, MACT assessments, state BACT reviews, and agency consultation. METROPOLITAN also prepared the FERC air quality resource report for the pipeline system.

METROPOLITAN is providing overall Project Management for this very complicated project. The Project consists of the installation of approximately 21 miles of a 30 to 42-inch natural gas pipeline and associated facilities from Linden, New Jersey to Manhattan, NY. This Project is located in a highly populated urban location and included a total of nine Horizontal Directional Drills. METROPOLITAN’s Project Director is responsible for overseeing all aspects of the Project for Spectra Energy including completion of environmental, cultural and civil surveys, routing, right-of-way acquisition, design and material procurement, public and government relations, map preparation, agency coordination and permit application preparation.

In addition, METROPOLITAN’s responsibilities included managing the construction bid solicitation, contract negotiations and award. METROPOLITAN is also providing construction management, construction inspection and right-of-way services on the project.Dispersion Modeling, El Paso Natural Gas, Colorado. Using the SCREEN3 model, METROPOLITAN performed dispersion modeling for a proposed compressor station.

Designed a 26-mile, 24-inch diameter natural gas pipeline in North central Pennsylvania for a confidential client. The pipeline moves 300 million standard cubic feet per day (mmscfd) of dry gas from the client’s metering and regulation site to a new compressor station at the Transco Hub. The project crossed three state forests managed by the Pennsylvania Department Conservation and Natural Resources (DCNR). The design included four compressor stations each with a capacity of 75 mmscfd. The compressor station design included inlet scrubbers, discharge coalescing filters, fuel gas system, and compressor buildings to house the units and minimize noise. An ultrasonic meter system provides custody transfer between the client and Transco. In addition to the mainline design, REI is designing a 16-mile, 20-inch diameter transfer pipeline to move 200 mmscfd from the Wellsboro Loop System near Wellsboro, PA, to the client’s meter and regulation station located on the Dominion Pipeline. This line also crosses Pennsylvania State Forest land.

Provided construction and environmental inspection for approximately 190-miles of 42-inch and 36-inch diameter natural gas pipeline; the receiving supply is from Elba Island, runs northwest, and interconnects with pipelines and customers along the route.

Marcellus Shale Pipeline Projects: Worked in a construction inspection team for 12-miles of 8 to 16-inch fiberglass and steel pipe used to transport raw water from the Susquehanna River to transfer points.

Worked on a project in NY of approximately 17-miles of pipeline, eight storage wells, and compression modification. Performed construction inspections. Performed wetland delineations, habitat assessments, agency consultation, permit application preparation, FERC environmental resource reports, and cultural resource surveys for this natural gas storage project. Coordinated public and agency meetings. Provided environmental inspection and support for all agency coordination and permit issues.

Performed technical review of proposed construction contract and provided comments where document did not meet current industry practices. Also provided recommended changes to the terms and conditions section of the contract to protect the client’s liabilities.Compressor Station Hazards Assessment, Pipeline Company, Utah. To respond to a regulatory agency request due to the station’s location in a wildland area that has a higher probability of wildfires, METROPOLITAN assessed the hazards posed by releases from the station’s emergency shutdown vent stack.

Based on NFPA guidelines, METROPOLITAN assessed the hazards of high-pressure vented releases in the presence of flames, ash, and sparks, in consideration to site-specific conditions such as topography and vegetation density.

METROPOLITAN provided a compliance support program for a Pipeline Project that consists of the construction of approximately 110 miles of natural gas transmission pipeline in new and existing rights of way in West Virginia (northern and central) and Pennsylvania, the construction of five natural gas compressor stations in West Virginia, and two metering and regulation (M&R) facilities in Pennsylvania. METROPOLITAN was responsible for staffing and implementing the environmental compliance program for the Project under the direction of Pipeline owner’s environmental group. The FERC required full-time monitoring of the Project. The environmental compliance program monitored construction, supported regulatory inspections (federal, state and local representatives), collected data to comply with environmental permits, landowner complaints and internal reporting, and oversaw project construction variance requests. METROPOLITAN continued to provide inspection support during post-construction restoration repairs.

Compressor Station Emissions Measurement

For oil and gas pipeline transmission companies, METROPOLITAN has performed emissions testing of turbine and reciprocating engine powered compressor stations across the Northeast and Midwest USA. Services we provide include compliance tests (federal and state), NOX RACT demonstrations, NOX PEMS (Predictive Emissions Monitoring System) certifications, and emission inventories. We also provide observers to confirm measurements performed by other firms are done correctly.
