Warm greetings.
2021 would be the second year of the long lockdown. The University is still managing health risks of on-site employees and visiting students. For its part, the Library operates with a skeletal force in the premises but with full online assistance from librarians working at home.
The library objective for 2021 was to increase client satisfaction with the remote/online service. Library staff were then authorized to provide extraordinary access to material for academic use. When picture files are needed of print material, they were sent according to fair use guidelines.
The situation carried over from 2020 was national in scope. We would continue library and information work, navigating through quarantine guidelines on a weekly basis. The challenge was in providing some form of consistency in service provision. Thus, the library shifted focus on setting appointments for physical visits. Appointments were done through the fb page. Automated messages would also provide access links to electronic resources.
This annual report will show a gradual shift to full utilization of available technology options to manage pandemic risk while providing the best of what the library can offer.

The Library Service for Flexible Learning
The University’s Academic Affairs unit - with leadership from the OVPAA, CID Office and QA Office – developed a Flexible Learning Plan to address issues of instruction delivery caused by the long-term quarantine. It has expanded into a contingency plan to guide academic units, including the library, in accomplishing mandates through technology communication, remote instruction and online transactions.
The library moved its service delivery through social media channels, specifically by strengthening its facebook pages across all campus libraries. Students, through valid fb accounts access the page for announcements.
Growing the Collection
Library print material would still be prioritized low in 2021 due to pandemic austerity, but Php150,000 was authorized for the acquisition of Gale Infotrac 150, which provides access to 150 professional journals and thousands of articles for research and reference. Partner institutions have continued to provide electronic resource access as well. DOST through the VPRDE Dr. Robert Agatep has given access to both SCOPUS and ScienceDirect, both of which are great sources for those looking at trends in academic studies and looking for related studies on their own research topics.
