West & Northwest Lake Drive Expansion Project

The LPSD Board determined at their 10/9/21 meeting that it is time to apply for funding from the SD Department of Agriculture & Natural Resources (DANR) through the Board of Water and Natural Resources (BWNR) to complete an expansion project on the remaining portion of West Lake Drive and all of Northwest Lake Drive. This project would complete the majority of the unfinished portion of the LPSD system. The funding application for the project will need to be submitted before the BWNR's January meeting.  Currently, the LPSD has scheduled a public hearing regarding this project for December 11, 2021 at 8 A.M. This hearing is open to the public and the notice can be reviewed below. Following the public hearing and as of 12/20/21 the LPSD has submitted a funding application to complete this project. The funding application will be discussed at the BWNR Board Meeting the end of March 2022. Prior to the BWNR meeting DANR advised the LPSD to scale back the project or rates would have to be raised tremendously. With that information, the LPSD decided to switch directions and reapply for maintenance projects instead. The revised funding application for the maintenance projects will be discussed at a BWNR Meeting May 17, 2022. During that meeting the DANR did approve ARPA funds and a loan to the LPSD and the LPSD accepted. The LPSD has prioritized the LPE area project and the Lift Station Rehabilitation Project as the top prioritizes and  is waiting for the engineering to be complete. Also, the LPSD is wanting to advertise for bids for these projects as soon as possible.

West & Northwest Lake Drive Expansion Project

   In December of 2015, the LPSD board passed a resolution to authorize the application for funding required to install a sewer system on Northwest and West Lake Drive. While there is no guarantee of receiving funding, the proposed project scored highly on a priority list at DENR. In the meantime, the LPSD has postponed any work on the Community Standardization Project, which aimed to standardize septic systems and bring them into compliance with state law. 

   In March of 2016, the Board of Water and Natural Resources of South Dakota convened in Pierre and heard advice from the Department of Environment and Natural Resources staff to award Lake Poinsett Sanitary District's application of $8.5 million 100% loan money with no grant money awarded. The reasoning from DENR staff was that the project was so large it would use up all available grant money for the season and would cause other projects around the state to be put on hold.

   The advice from DENR staff seemed to be as much of a surprise to the State Water Board as it was to attending LPSD members. Pursuing the project without grant money is not feasible as it would increase rates. 

   At an ensuing LPSD meeting, the application was scheduled to be resubmitted in 2017 after the E & NE Lake Drive Wastewater System Expansion Project is nearing completion.

   In the meantime, every residence on Lake Poinsett should have a system which complies with state law. The duty of each property owner is to make certain a septic system is not contaminating the lake. 

   The LPSD sincerely thanks all residents for their support and cooperation regarding this project. Everyone involved is trying to keep the lake and lake lovers clean and healthy.  

Community Standardization Project (postponed)

   In 2014, the septic systems of 161 properties West and NW Lake Drives were inspected. 76% of the systems inspected had no issues and were found to be in good working order.The remaining 24% or 39 properties do warrant further consideration.
