Safety takes on many different forms, but the most important one is actually the simplest form and yet so very difficult for some to comprehend; Knowledge.

KIRTLAND AIR FORCE BASE INSTRUCTION 31-218
This instruction serves as a basis for effective law enforcement and traffic safety operations at Kirtland Air Force Base (KAFB) and applies to all organizations and personnel located on or within the jurisdictional limits of KAFB. Compliance with this publication is mandatory and applies to Department of the Air Force (DAF) military, civilian, Air Force Reserve Command (AFRC), Air National Guard (ANG), military and civilian personnel from other United States (US) military branches assigned or attached to KAFB.
3.2.3. PPE. Motorcycle, ATV & 3-Wheeled vehicle operators /riders will wear:
3.2.3.1. Head Protection. A helmet, IAW DODI 6055.04,
3.2.3.2. Eye Protection IAW DODI 6055.04.
3.2.3.3. Protective Clothing IAW DODI 6055.04.
3.2.3.4. Foot Protection IAW DODI 6055.04.
IAW AIR FORCE INSTRUCTION 91-207 - THE TRAFFIC SAFETY PROGRAM
It applies to all persons on Air Force installations, ANG installations, AFR installations and AF-controlled installations, hereafter referred to as AF installations, and to all persons operating a motor vehicle conducting official duties off of an AF installation.
3.6. Motorcycle and All-Terrain Vehicle (ATV) Safety. Operators and passengers of a motorcycle, ATV or three-wheeled vehicle will follow safety and PPE requirements IAW DoDI 6055.04.

3.3. MOTORCYCLE AND ALL-TERRAIN VEHICLE (ATV) OPERATIONS.
d. PPE. All individuals covered by this issuance must wear the following PPE while riding motorcycles, mopeds, motor scooters, and ATVs, in accordance with manufacturer specifications and directions.
(1) Helmets. (a) For personnel riding motorcycles, mopeds, and ATVs in the United States, helmets must be certified to meet at least one of the standards in Table 1. Helmets that meet these standards will include the manufacturer markings as shown in Table 1. (b) For personnel riding motorcycles, mopeds, and ATVs outside the United States, helmets must meet the HN standards. In those instance where the HN has no standard, helmets must at least meet the requirements in Paragraph 3.3.d.(1)(a). (c) All helmets must be properly fastened under the chin.
(2) Eye Protection. Eye protection that is designed to meet or exceed American National Standards Institute/International Safety Equipment Association Z87.1-2020 must be worn. A windshield or fairing does not constitute eye protection. For personnel operating motorcycles and ATVs outside the United States, eye protection must meet the HN standards.
(3) Foot Protection. Foot protection, including sturdy over-the-ankle footwear that affords protection for the feet and ankles, must be worn.
(4) Protective Clothing. Protective clothing requirements include a long-sleeved shirt or jacket, long trousers, and full-fingered gloves or mittens made from leather or other abrasion-resistant material. Motorcycle jackets and pants constructed with impact-absorbing padding or CE armor (meeting European conformity) are strongly encouraged. Riders should select PPE that incorporates fluorescent colors and retro-reflective material.
