Peer-review
The intellectual quality of scientific publications depends on many factors but the filters imposed before publication are not very many. Basically, we the scientists rely on the so called peer-review process, where anonymous scientists revise the contents of the submitted manuscripts and provide recommendations to the Editors of the journals before it gets published. F1000Research. Publication first and peer-review on the way. I have never published there but it sounds like an interesting option.
PeerJ. This Journal offers the possibility to each author/coauthor to pay and get billed separately.
