This section outlines my initial thinking and planning regarding my dissertation study. It takes what is described in the Analytical Thinking section and "operationalizes" those thoughts into a anticipated course of action.
Description of the Problem: Having now professionally served as a civil servant for over 25 years, I have come to the realization of just how important establishing a culture of lifelong learning is in continuing to advance this Nation's role as a leader of democracy globally. A culture of lifelong learning leads organizations to greatness and our Federal government should be no less an example of that than those key industry leaders in this regard.
What I have found in the Public Sector, however, is that learning as a cultural way of improving workplace performance is too often viewed as a "penalty"
Potential Research Questions: Research questions which I find unanswered and valid for dissertation study include the following -
Are the tenets of Adult Learning Theory evident as being well-supported in the design, development, and implementation of online training for Federal government employees?
Relevant Research: One key element which I find particularly key to this proposed dissertation study is the population which is expected to serve as focus of this research, a population largely not found in dissertative analyses....
