An overview explaining the establishment of, the need for, the SCC was read. This document can be requested if you do not have one. Detailed are the objective (security at IBC), functions, and membership of the committee.
The timeline for the following shall be set by the Security Committee. The policies shall be executed through the following actions:
There will be a standard announcement in the bulletin for security awareness.
(Short term) A security department / ministry for the church shall be established. (Medium term) This department / ministry will be headed by a serving or retired security related professional. (Long term) Brethren selected from the security dept. shall be trained. Accepted
(Short term) Vehicles will be parked on the lot, not on the curb. Someone from « security » will direct parking. CCTV surveillance cameras shall be installed at the frontage of the church. Immediate installation, suggested by the CC (Church Council). (Medium term) Uniformed security personnel to be positioned in front of the Church to serve as a deterrent to insurgents. (Long term) Continuous training of selected brethren on profiling, and other security procedures; and, the usage of the equipment that will be provided to them to perform tasks.
(Short term) Sensitization to all parishioners on general security awareness through special teachings as security is everybody’s business. (Medium term) Procurement of basic security equipment such as hand held metal detectors, vehicle under carriage mirrors, flashlights… (Long term) Further threats will determine if there is a need for the procurement of explosive trace detectors to scan vehicles and persons on remote basis.
(Short term) Scanning/searching of church and its environment shall be carried out prior to every service/program and this entails checking for abandoned vehicles near the church. Access to the church premises should be through a single gate/door to enable screening’ but, more than one exit to be used in case of evacuation. No items or bags shall be left unattended within the church or on its premises. Carriage of big bags shall be disallowed depending upon its size. (Medium term) Attention shall be paid to any group movements particularly towards the church and its premises, especially during a church service or program. (Long term) At least two armed security personnel to be stationed outside the church premises.
(Short term) Emergency telephone numbers for the nearest police station and gendarmerie shall be made known to the church for quick response to calls if necessary. (Medium term) Secure the parking lot from City Planning Authorities. (Long term) Security barriers or bollards to be put in place.
Discouragement of gathering of brethren outside of the church as terrorists target social groups.
(Short term) First aid kits and fire extinguishers shall be provided and volunteers trained in on usage.
Evacuation drills shall be organized.
Security threat assessment shall be carried out regularly.
Full illumination of the church and parking lot during night activities.
