eSSENTIAL Accessibility http://www.essentialaccessibility.com/
"The eSSENTIAL Accessibilityapp provides a suite of keyboard and mouse replacement solutions that allow people to navigate the web hands free. The app features intuitive tools such as an onscreen keyboard, face tracking and voice control. ... The app is free to the end user. Organizations aiming to empower and engage people with disabilities feature the app on their websites, making it available for download—free of charge to the people who need it most."
It is described on the Site Accessibility page on the Christopher & Dana Reeve Foundation site at http://www.christopherreeve.org/site/c.ddJFKRNoFiG/b.4486611/k.D2FF/Site_Accessibility.htm
The icon for a partner site that takes advantage of the eSSENTIAL Accessbility browser has a wheelchair on the left with an arrow pointing to a computer on the right. [What does JAWS, for example, say when it sees that icon in the code?]
It currently only runs on Windows (or the Windows utility "Boot Camp" on a Mac.)

ATbar https://www.atbar.org/
"ATbar has been created as an open-source, cross-browser toolbar to help users customise the way they view and interact with web pages. The concept behind ATbar is simple: One toolbar to provide all of the functionality you would usually achieve through the use of different settings or products."
iOS only
OpenWeb [iPhone, iPod touch, and iPad; requires iOS 6.0 or later]
OpenWeb is an app that helps customize your web browser, adjusting font size and color to make reading easier. It uses OpenDyslexic, a dyslexic-friendly font.
Announcify - Listen to your web
After Announcify conquered Android™ phones, it's now here to announcify your life at Google Chrome™. Announcify reads out loud every website you want. For example, if you're too tired but still need to study one more Wikipedia entry, Announcify can help your tired eyes relax.
ChromeVIS - magnify and change the color or selected text
Magnify and change the color of any selected text. Use the mouse or the keyboard to move the selection around the page. This extension magnifies any selected text on a webpage. The magnified text is displayed inside of a separate lens and preserves the original page layout. You can change both the lens text color and the lens background color.
ChromeShades - reformat your site as text only
find accessibility problems and experience the web without sight.
ChromeShades is an easy tool to help you make your site more accessible to blind users. Simply install the Chrome extension and everything in your browser is reformatted as text-only, organized more like how a blind user would perceive the page with a screen reader. Your page should still be totally functional - you can still click on links, buttons, and other controls. Don't just look at the page - test workflows just like you'd test the app normally.
