At the heart of any successful evaluation is a set of relevant, succinct, considered and appropriate evaluation questions. The project team need to decide what the questions might be, if answers can be found from the evaluation data and who will be interested in the findings. Keeping a project log and reflecting on what is being learnt will help to refine and answer the evaluation questions.
The following generic questions may help as a rough guide for project evaluation:
What do you want your project to accomplish?
How will you know if you have accomplished your goals?
What activities will your project undertake to accomplish your goals?
What factors might help or hinder your ability to accomplish your goals?
What will you want to tell others who are interested in your project?
