If the project or programme is in an area where there is previous work or established practice it will be important to document the baseline position prior to starting the development initiative. It is much more difficult at the end of a project to try and remember how things where done at the beginning and essential points are inevitably forgotten. The baseline position can be recorded as a narrative statement that identifies key topics of interest that can be reviewed towards the end of the project. Alternatively, some measures may be available from existing data sources and these could be recorded for the purposes of the project.
