We are dedicated to providing administrators and other education leaders with current information about ELL regulations. You will learn about the OBE-WL Newsletters, NYS Blueprint for ELL Success, recent changes to CR Part 154, an  landmark court cases.  We have include the NYS  Bilingual Glossaries in many languages, Frequently Asked Questions, and an ELL Identification Chart Guidance. For example, ESL in now known as ENL, English as a New Language, in New York State. Students are called ELLs, MLLs, and recently-Emerging Bilinguals. Teachers are called ESOL or ENL teachers.

NYS Sings the Blues - The NYS Blueprint for ELL Success recognizes eight key principles carefully developed as a statewide framework aimed to clarify expectations for administrators, policymakers, and practitioners to prepare ELLs for success.

Testing Accommodations for ELLs- Schools may provide testing accommodations to ELLs, as needed, on all NYS ELA and content-area assessments (i.e., Mathematics, Science and Social Studies). Districts/schools must make all necessary arrangements to make these accommodations available for ELLs who need them.

Integrated ENL- In NYS, students receive core content area and English language development instruction. Integrated ENL classes are taught by a teacher dually certified in the content area and ENL or are co-taught by a certified content area teacher and a certified ENL teacher.

Translators/Interpreters- Key documents must be translated into the home languages of ELL families. Translators may be needed for parent meetings and testing if the student speaks a rare language. Many state tests are already available in the common languages spoken by ELL students.
