The Architectural Committee will consider and act on all proposals or plans and specifications submitted for its approval according to these guidelines. The Committee will approve proposalsor plans and specifications if they meet these three basic criteria:
(1) The proposed construction, alterations and materials and the planned location will not be detrimental to the appearance of the surrounding area of the property as a whole;
(2) The appearance of the affected structure will be in harmony with the surrounding structures;
(3) The upkeep and maintenance of the altered property will be the sole responsibility of the owner, present or future, and not the responsibility of the Association.
More specifically, the Committee will consider:
-- the quality of workmanship and materials;
-- the harmony of external design and color with existing structures, even when viewed from adjacent or neighboring property;
-- the location of the proposed project with respect to topography and the finished grade elevation;
-- the appropriate site plans, draining plans, elevation drawings, descriptions or samples of exterior materials and colors, necessary building permits or other such permits required by the City of Stanwood.
The Committee may condition its approval upon one or more of the following:
-- such changes to the original proposal as the Committee believes necessary;
-- written agreement between the owner and the Association stipulating an appropriate easement for maintenance;
-- written agreement between the owner and the Association stipulating a reimbursement from the owner to the association for the cost of maintenance.
The Committee may require additional plans and specifications or other information prior to acting on the proposal. Until the Committee receives all of the required plans and specifications, the Committee may postpone its decision regarding the proposal.
Actual construction must comply substantially with the plans and specifications approved.
These guidelines may be revised, changed or modified upon approval of the Board of Directors at any time; however, they will always follow the provisions of Article VIII of the Declaration of Covenants, Conditions and Restrictions.
