I am sorry that you are having difficulty reaching the Division of Unemployment Insurance. Unfortunately, there are only two ways to reach the Division of Unemployment Insurance: you can call 410-949-0022 and choose the menu option to speak to someone, or you can also attempt to arrange to speak to someone by sending an email to ui.inquiry@maryland.gov.
Sadly, your only option is keep trying. We know that the Unemployment Insurance Division is working as diligently as they can with what is likely a very large influx of cases for a small staff. Please be patient when calling or emailing to speak with a representative of their Division, but keep trying -- it may take you several days or more -- and you will eventually get through.

REQUEST TO CHANGE UI DECISION
Unfortunately, the current law does not allow the Appeals Division to simply revise an unemployment decision; you must go through the appeals process and provide testimony under oath to a Hearing Examiner. In order to expedite the process for you so that you can have your hearing as soon as possible, I will treat your email as a request for an appeal and have forwarded it our intake person for scheduling.

GENERAL UI QUESTION
Unfortunately, we in the Lower Appeals Division do not have access to the Division of Unemployment Insurance computer system or other information from that division which would allow us to answer general unemployment questions. We only have information related to the appeals process.
General unemployment inquiries such as yours must be directed to the Division of Unemployment Insurance. There are only two ways to reach the Division of Unemployment Insurance: you can call 410-949-0022 and choose the menu option to speak to someone, or you can also attempt to arrange to speak to someone by sending an email to ui.inquiry@maryland.gov.

A decision has not yet been issued in your case. It typically takes the Appeals Division three or four weeks to issue a decision under normal circumstances. You can request that your case be REOPENED. You can either do this by waiting for your decision to come to you in the mail and following the instructions contained therein. Alternatively, if you wish to file a Request to Reopen immediately, you may write an email to dlitmpappeals-labor@maryland.gov with a detailed description of why you failed to appear by phone at the hearing. It appears like you probably have a monetary eligibility issue. Unfortunately, we in the Lower Appeals Division do not have access to the Division of Unemployment Insurance computer system or other information from that division which would allow us to answer general unemployment questions, including issues concerning monetary eligibility. We only have information related to the appeals process.
If you want to dispute a notice that you are not monetarily eligible for benefits, you must first do so by speaking with a representative of the Maryland Department of Labor. You can call 410-949-0022 and choose the menu option to speak to someone. You can also attempt to arrange to speak to someone by sending an email to ui.inquiry@maryland.gov. Only if you do this and then are issued a benefit determination denying you benefits, are you eligible to file an appeal with us in the Lower Appeals Division.
Finally, please be aware that the Unemployment Insurance Division (which is totally separate from the Lower Appeals division) is working as diligently as they can with what is likely a very large influx of cases for a small staff. Please be patient when reaching out to communicate with a representative of their Division, but keep trying and you will eventually get through.

"DISPUTE" (MONETARY ELIGIBILITY) vs. "APPEAL" to LOWER APPEALS
Since what you wish to do is 'dispute" a "Statement of Reported Wages and Monetary Eligibility”, you must go through the Division of Unemployment Insurance at the email and phone number you have been trying to reach. If, after going through them they issue you a "Notice of Benefit Determination", then you can bring that back to us to file an "appeal". I hope this helps better explain.

If you were found monetarily ineligible because you are self-employed, an independent contractor, gig worker, or have insufficient work history, the unemployment system is currently not set up to process these types of applications, as they were formerly considered ineligible.
