STATUTE OF CONTENANT
1. Main Principles
1.1. Contenant is the World Intellectual Elite Union (l'Union Mondiale de l'Elite Intellectuelle - UMEI-WIEU) in the exercise of intellectual elite trade union rights.
Contenant is the World System of academies, universities, special highest schools, museums and other intellectual, scientific, educational, legal, social, cultural organizations, groups and individuals.
Contenant is the World Blue (intellectual)-Violet (cosmic infinite) Movement.
The Thoth-Pythagoras-Plato-Ptolemy's Wisdom Temple is the closed political and financial core of Contenant.
The World Platonist's Academy of Sciences and Art is the main scientific, ideological and coordinating centre of Contenant. The World Ptolemy University (Ptolemy University) is the open, completely autonomous, independent scientific, higher educational online centre of Contenant.
Contenant includes its regional and specialized departments, schools, museums, libraries etc.
Contenant contains its administrative agencies participating in international accreditation, licensing scientific and educational organizations, in recognition, legalization of diplomas (certificates), academic degrees, in certification and support for talented & gifted people studying and exploring fundamental problems.
1.2. Acting in conformity with the United Nations Declarations, the ILO and UNESCO conventions, the standards of international law and its own conventions and regulations Contenant organizes its departments, is authorizing its representatives, founds groups and organizations in education, science and culture.
1.3. Contenant awards the World Ptolemy Prize and other special prizes and diplomas for intellectual activity.
1.4. Contenant as a world union of intellectual groups & organizations and individuals founds its Recognition Agency (Contenant Recognition Agency) which holds the WIEU Committee of Accreditation Boards for Science and Higher Education (WIEU-CABSHE), the World Register and Ranking Lists of Intellectual Groups & Organizations (WRRLIGO) and other committees for public interaction.
1.5. Contenant facilitates the ''Blue'' (Human), the ''Green" (ecological) and other human public movements.
1.6. The World Platonist's Academy of Science & Arts is the self contained scientific-cultural and ideological centre of the Contenant.
1.7. The Thoth-Pythagoras-Plato-Ptolemy's Wisdom Temple is the closed political, financial core and Initiation Centre of the Contenant.
1.8. Contenant contains the open (Internet, Online, Distance, Public Accessible etc.) World Ptolemy University (Ptolemy University, or WPU) as a world non-governmental open organization for higher education, scientific research and academic recognition. Registered, licensed and included into the World Register and Ranking Lists of Intellectual Groups & Organizations (WRRLIGO) and accredited by WIEU-CABSHE Ptolemy University has entered the World Contenant System of Academies and Universities. Ptolemy University is the main higher educational centre of Contenant.
1.9. World Ptolemy University contains its Departments, Faculties, Centres, Institutes. Main subject branches of research and higher education:
Mathematics and Theoretical Physics;
Natural Sciences (Physics, Astronomy, Chemistry, Biology, Geology);
Economics, Management and Finances;
Law, Sociology and Politics;
History, Philosophy and Psychology;
Music, Dance and Performance;
Literature and Languages;
Fine Arts and Cinema;
Health;
TV and Mass-media
Etc.
2. Membership
2.1. Members are elected on a general (telecommunication) conference by majority vote.
2.2. Every member (individual) has a right to create, to act and to use his results & achievements, intellectual property independently.
2.3. Organizations and sponsors may be elected as associated members.
2.4. The entrance fee and installments are fixed by departments and branches of Contenant.
2.5. The membership is voluntary. A withdrawal of members is realized on their withdrawal applications basis.
3. Authorities
3.1. Contenant elects its Presidium, including President, Chancellor, Secretary General on a general (telecommunications) conference by majority vote for five years.
3.2. The Honorary President, the Honorary Presidium Members, the Honorary Fellows are elected in perpetuity (as immortal) by majority vote.
4. Representatives
4.1. Plenipotentiaries and Representatives of Contenant are appointed by President or Secretary General and act according to rules of international law and this Statute.
4.2. Representatives have their plenary powers delegated to them on the strength of credentials certified by President or Secretary General.
5. Places of headquarters and residences
5.1. Places of Initiation are Paris (France), Monte-Carlo (Monaco), Luxor (Egypt), London (UK), Moscow (RF), New York (USA) etc.
5.2. Places of Authorities Residence, Residences of Plenipotentiaries, Departments and Highest Schools are in any country where they are realized.
5.3. Place of Headquarters is one of the President's residences.
This Statute has been accepted and confirmed by General conference in Paris, Nice (France), Monte-Carlo (Monaco) (1994, July 13-18).
THE CHARTER AND THE STATUTES OF PTOLEMY UNIVERSITY
1. The World Ptolemy University (Ptolemy University, or WPU) is a world non-governmental open public organization for higher education, scientific research and academic recognition. Registered, licensed and included into the World Register and Ranking Lists of Intellectual Groups & Organizations (WRRLIGO) and accredited by WIEU-CABSHE Ptolemy University has entered the World Contenant System of Academies and Universities. Ptolemy University is the main higher educational centre of Contenant.
2. Ptolemy University contains its Departments, Faculties, Centres, Institutes. Main subject branches of research and higher education:
Mathematics and Theoretical Physics;
Natural Sciences (Physics, Astronomy, Chemistry, Biology, Geology);
Economics, Management and Finances;
Law, Sociology and Politics;
History, Philosophy and Psychology;
Music, Dance and Performance;
Literature and Languages;
Fine Arts and Cinema;
Health;
TV and Mass-media
Etc.
3. The objects of the University shall be to advance learning and knowledge by teaching and research, particularly in science and technology, and in close association with industry and commerce.
4. The University shall be a teaching, research and examining body and shall, subject to this Charter and the Statutes, have the following powers:
(a) To prescribe the conditions under which persons shall be admitted to the University or to any particular course of study therein.
(b) To confer Degrees and other academic distinctions and to grant Diplomas, Certificates or other awards on and to persons who shall have pursued a course of study approved by the University and who shall have passed examinations or other tests approved by the University.
(c) To admit Graduates of other Universities to Degrees of equal or similar rank in the University.
(d) To confer Degrees of the University on any persons who hold office in the University as Professors, Readers, Lecturers or otherwise.
(e) To confer Degrees of the University on former students of the Highest Schools who, after pursuing the approved course of study in the Highest Schools, have been awarded the Diploma, or on former students of the Highest Schools who are Members of the University, at the date hereof.
(f) To confer Honorary Degrees or other distinctions which may be determined on persons approved by the University.
(g) On what the University shall deem to be good cause, to deprive persons of any Degrees, Diplomas, Certificates or other distinctions or awards conferred upon or granted to them by the University.
(h) To prescribe the disciplinary provisions to which Students of the University shall be subject.
(i) To provide for instruction in such branches of learning as the University may think fit, with particular regard to the provision of higher education and research in the pure and applied sciences and technologies and the furtherance of this provision in co-operation with industry and other relevant bodies, and for the advancement and diffusion of knowledge in such manner and in relation to such matters as the University may think fit.
(j) To provide such courses of lectures and other instruction for persons not Members of the University, as the University may think fit.
(k) To affiliate other institutions or to admit the members thereof to any of its privileges, and to accept attendance at courses of study in such institutions in place of such part of the attendance of course of study in the University and upon such terms and conditions and subject to such regulations as may from time to time be determined by the University, or to recognize any members of the teaching staff of any Highest School or institution, whether affiliated to the University or not, as teachers of the University.
(l) To accept the examinations and periods of study passed by Students of the University at other Universities or places of learning, including therein the Highest School, as equivalent to such examinations and periods of study in the University as the University may determine, and to withdraw such acceptance at any time.
(m) To enter into an agreement with the Highest School for its incorporation within the University and for taking over under any instrument or endowment scheme that may be made, its rights, property, liabilities and engagements to confirm or carry out such agreement.
(n) To enter into any agreement for the incorporation in the University of any other institution and for taking over all or any of the rights, property and liabilities of the said institution, for any purpose not repugnant to this Charter.
(o) To institute Professorships, Readerships, Lectureships, and any other offices as may be required by the University, and to appoint persons to and remove them from such offices, and to prescribe their conditions of service.
(p) To institute and award Fellowships, Scholarships, Studentships, Exhibitions, Bursaries, Prizes and other such awards.
(q) To establish and maintain and to administer and govern institutions for the residence of the Students of the University and to license and supervise such institutions and other places of residence as may be required by the University, whether or not maintained by the University.
(r) To make provision for research and advisory services, more particularly in relation to the applied sciences and technologies and their allied industries, and for the promotion of such objects, to enter into such arrangements with other institutions or with public bodies, professional or industrial societies, or such other concerns as may be thought desirable.
(s) To provide for the printing and publication of educational, research and other works which may be issued by the University.
(t) To co-operate by means of Boards or otherwise with other Universities and Authorities for the regulation and conduct of entrance and other examinations, for the examination and inspection of schools and other academic institutions and for the extension of University teaching and influence in academic matters and for such other purposes as the University may from time to time determine.
(u) To demand and receive fees.
(v) To take such steps as may from time to time be deemed expedient for the purpose of procuring and receiving contributions to the funds of the University, and to raise money in such other manner as the University may think fit.
(w) To act as trustees or managers of any property, legacy, endowment, bequest or gift for the purpose of education or research or otherwise for the furtherance of the work of the University, and to invest any moneys representing any such property or fund not immediately required for the purpose aforesaid in accordance with the provisions of the Statutes.
(x) To do all such other acts and things whether incidental to the powers aforesaid or not as may be requisite in order to further the objects of the University.
5. There shall be a Court of the University (herein called ‘the Court’) which shall be the formal body representing the interests of the University’s constituencies and shall have power to make representations to the Council on any matter affecting the University.
6. There shall be a Council of the University (herein called ‘the Council’) which shall, subject to the Statutes, be the governing body of the University and shall have the custody and use of the Common Seal, and shall be responsible for the management and administration of the revenue and property of the University.
7. Subject to these Statutes, the Council may make Ordinances to direct and regulate the University, its Members and affairs provided that:
(a) Notice of any proposed Ordinance (and of the date upon which it is proposed that it should come into effect) shall be given to the Council not less than fourteen days before the date of the meeting of the Council at which it is to be considered,
(b) before making any Ordinance the Council shall consider a report from Authorities including the Chancellor and the President and shall not, except on their recommendation make any Ordinance relating to courses of study, Degrees, Diplomas and Certificates, for functions of the Boards of Studies and Schools, the affiliation of other institutions, the recognition of teachers and the constitution of the Council.
The power to make Ordinances shall include the power to amend, add to or repeal any Ordinances therefore made.
8. No religious, racial or political test shall be imposed upon any person in order to entitle him or her to be admitted as a Member, Professor, Teacher or Student of the University or to hold office therein or to graduate thereat or to hold any advantage or privilege thereof.
9. The University shall not make any dividend, gift, division or bonus in money unto or between any of its members except by way of prize, reward or special grant.

THE WORLD CONVENTION
on the World Intellectual Elite Union (WIEU) members' rights

The World Intellectual Elite Union (WIEU)-CONTENANT is an open, voluntary non-governmental world institution (union, syndicate) /in exercise of trade union's rights/ for representation and protection of the intellectual world member's interests. Individual and associated members signed, joint up, supported this Convention, being guided by a self-determination principle of the intellectual world, concerning for mankind's future, taking international law tendencies into consideration, have consented to the following
ARTICLE 1
A convention with its inalienable appendices and ratification deeds is crucial act in the exercise of the world referendum rights /in frame of international law/ if numbers if signatures for it are superior in numbers to signatures for a convention with a contrary, contradictory content.
ARTICLE 2
The world citizenship for the Contenant members is established. This citizenship is certified by the World citizen's passport /in English, French and national language/ recommended for governments, authorities to recognize it as a document enjoying full rights to leave and to enter the country for residence in any place without a visa (a permit).
ARTICLE 3
The public registration and accreditation of international intellectual groups and organizations with issue of a license for intellectual activity is established. Name of a registered, accredited and licensed group (organization) is included into the World Register and Ranking Lists of Intellectual Groups & Organizations (WRRLIGO) .
ARTICLE 4
An authenticity (an equality) of international and national certificates (diplomas), academic degrees, ranks are recognized on the basis of the Table of the Authenticity. Certificates (diplomas) issued by institutions registered, licensed and included into the Contenant WRRLIGO are recognized as documents being not in need of national, governmental recognition, legalization etc.
ARTICLE 5
This Convention is made in English, French, Spanish, Chinese, Russian, Arabic, German, Japanese, moreover its every copy is authentic. The holder of this Convention and all Ratification Deeds of this Convention is Contenant.
