IMAGINE: 

you're at the equator,

walk up DEGREES of ARC,

walk up ARC MINUTES,

to resonate with X, walk the remainder in ARC SECONDS

YEAH, but look where the GRID VECTOR of 21,600 ACTUALLY GETS YOU =
