Water Shutoff
The main valve is on the back wall of the utility room between the water heater and the washer/dryer, beneath the black water meter. It has a bluish handle. To close the valve gently push/rotate the handle all the way to the right towards the wall. To open gently pull/rotate the handle to the left away from the wall.

There is a round handle extending from the wall to the right of the one above. Its purpose is unclear - it may control water to the unit next door. Leave it alone.
Switch-controlled Outlets
Bedrooms: the switch at the door controls the top outlet of the receptacle of the east wall.
Foyer/Living room: the left switch controls the middle receptacle of the east wall of the living room.
It's stuffy upstairs, or, it's cold downstairs ...
All the upstairs units in Chancellor Square have an upper and a lower floor, one HVAC system that serves both floors, and one thermostat on the lower floor. Given that heat rises the upstairs will normally be warmer than the downstairs. By adjusting the air vents you can make the temperature of the two floors more even. Here's how:
in the summer, preferentially direct the cooled air upstairs:
upstairs: fully open all vents (one in each bedroom and each bathroom)
downstairs: close the kitchen vent; leave the living room vents open
in the winter, preferentially direct the heated air downstairs:
upstairs: partially close all vents (one in each bedroom and each bathroom)
downstairs: fully open all vents (one in the kitchen, two in the living room)
Each vent has a small lever on the side: raise the lever to open the vent and lower the lever to close it.
The vents are located:
upstairs: one in each bedroom and bathroom, at or near the floor
downstairs: one in the kitchen and two in the living room, near the ceiling
