In 1975, Hermana Fausta Memorial School was renamed into Sacred Heart College (SHC) and transferred to a new place at 1 Merchant Street, Brgy. 2, Lucena City. An old building was converted into Hermana Fausta Development Center. It marked the beginning of SHC Community Extension Services, under the administration of Sr. Gertrudes Imperial, DC, who was then the director of the Center. Hermana Fausta Development Center mainly served as the venue for serving the poor sectors of Lucena City.
The SOCIAL CONCERN DESK was created in 1992 under the supervision of Mrs. Flordeliza Escultura, RSW, that started its social involvement. In 1996, the Social Concern Desk evolved into an Integrated Community Extension Service (ICES) under the directorship of Sr. Ma. Linda Belo, DC. She was the Dean of the College of Social Work. The ICES served as the link in providing the institution community welfare activities.
In 1999, Sr. Gloria Banares, DC became the full-time Coordinator of ICES, the unit that facilitates the outreach apostolate of the faculty and students of the Higher Education Department (HED) and Integrated Basic Education Department (IBED).
In 2002, Sr. Ma. Lourdes Medallo, DC was designated as the full-time Institutional Coordinator of the said unit. On the same year, the ICES adopted three (3) communities in Lucena City namely: Barangay Barra, Talao-Talao and Dalahican as venue for immersion and outreach activities of the SHC community.
In 2003, the Institution employed Basic Ecclesial Community (BEC) as the entry point to the community organizing process. The formal opening of the Office of the Community Extension Services was created by Sr. Rebecca V. Felizardo, DC being the Institutional Coordinator with one program staff. Three months later, an additional staff was hired in order to implement the core strategy in the formation of the barangays into small Christian communities.
In the School Year 2003-2005, the Community Extension Services was developed into one of the three-fold functions of Sacred Heart College as a Higher Educational Institution. The change emphasized on the empowerment of the poor towards sustainable development and improved quality of life. On that same year, CES adopted more communities in Lucena City -Barangay Ibabang Talim and the Aetas community at Barangay Tongko, Tayabas, City to be partners in the formation of the students. In 2005, three additional program staff were hired to focus on the organizing and development works at the barangays. The CES is considered as the Social Arm of the school together with Louise de Marillac Foundation, Inc. (LMFI)- formerly Hermana Fausta development Center.
In 2006, Sr. Enriqueta L. Legaste, DC took over the leadership of CES and Hermana Fausta Development Center. Later in 2008, its administration was entrusted to a lay staff and Registered Social Worker - Ms. Rosaflor B. Dy.
In August 13, 2016, the license to operate the Hermana Fausta Development Center as a social welfare agency ended. The outreach activities became the Community Extension Services under the management of Sacred Heart College of Lucena City, Inc.
As to directive of the Bureau of Internal Revenue, the term Community Extension Services should be renamed as Community Outreach Program (COP). The four core programs of Community Outreach Program were identified and formalized - Literacy, Community Development, Gender and Development, and Social Concerns and Advocacy. It was during the leadership of Sr. Aubrey B. Casimiro, DC, MSSW, RSW who is also the Dean of College of Social Work.
In the year 2018, Sr. Maria Brenda F. Villarin, DC became the Director of the Community Outreach Program. During her administration the programs were focused on Community Development, Literacy and Social Concerns and Advocacy since Gender and Development was institutionalized under the College of Social Work.
