Port Dinorwic Sailing Club/Clwb Hwylio Y Felinheli is an RYA recognised training establishment on the mainland shore of the Menai Strait in the village of Y Felinheli. A number of the club members are SEAS volunteers. The club and its membership offer an evening of taster sailing delivered from their facility using club members, club boats and supported by SEAS volunteers and some SEAS powerboats.
This club has its own risk assessments and operating procedures. The following site specific assessment was made by Ken Newing who is both a club member and SEAS volunteer as well as an experienced senior instructor. Listed below are specific risks, control measures and our operating procedures in consequence. In the absence of any specific hazard, the standard activity operating procedures will be followed. Any later additions or changes will be noted here.
In addition to the usual SEAS Event Duty Officer, there will be a volunteer given the role of Club Liasion. This will be an experienced sailor who has both knowledge of the club operating procedures and of the SEAS standard operating policies.
The role of Club Liaison will be to assist the EDO to ensure a safe event. The EDO will have the final call on whether to proceed and any limitations to be placed on activity.
The Club Liaison and EDO will brief club volunteers to ensure that the former have an understanding of the adaptations and adjustments our participants may require.
The Club Liaison and EDO will brief SEAS volunteers to ensure they have an understanding of the normal operating procedures at the club and will highlight any specific hazard at the venue (car park, slipway, moorings, tidal flow)
Appropriately briefed volunteers will be used to manage the car park and the slipway.
The meet and greet volunteers will be briefed and able to guide participants to locations.
All borrowed ppe will be checked for seaworthiness and function prior to being issued.
The participant attendance register will be used.
Participants will receive the standard safety brief with additional/alternative detail emphasising hazards, no go areas and entry/ egress points.
Activity leaders will ensure they have an appropriate and adequate method of communication with the event duty officer.
