In Ohio, public school districts are required to identify students who are gifted. Districts are not, however, required to provide those students with gifted services. However, at Sandusky City Schools, we believe every child deserves access to instruction that will help them reach their full potential! Gifted Referrals
Students in Kindergarten-12th grade may be referred for gifted assessment in the the following areas by teachers, administrators, parents, peers, or through self-referral. Paper referral forms are available at all school offices throughout the Sandusky City Schools district and the Board of Education building.
Superior Cognitive Ability
Specific Academic Area: Math

Creative Thinking Ability
Visual and Performing Arts Area: Visual Art
Visual and Performing Arts Area: Music

Visual and Performing Arts Area: Dance* (once ODE approves a K-8 checklist for identification)
*Admitted as Emerging only: The Ohio Department of Education has not yet approved a checklist for the gifted identification of K-8 students in the area of Dance. For this reason, students will be admitted solely on an "emerging" basis using the ODE Rubric alone until a checklist is approved for use.

The State of Ohio requires a two-pronged gifted identification process for the Visual and Performing Arts: a performance rubric and a behavior checklist. Just as is the case for academic, cognitive, and creative thinking assessments, educators may only use the assessment tools on the most up-to-date Chart of Approved Assessments. At this time, the only rubrics permitted for use in the identification of students who are gifted in the Visual and Performing Arts are those created by the Ohio Department of Education in 2012.
School districts are required to obtain a parent’s or guardian’s permission to evaluate a student prior to conducting any gifted assessment, unless the screening is conducted on an entire grade level in the course of regular school business. The evaluation of students in the areas of Visual and Performing Arts is not currently subject to whole grade screening requirements by the state, and is therefore a process only started through a referral. Once a referral is received, the district will make attempts to obtain a parent’s or guardian’s permission to evaluate the student. These permissions will be provided to the parent/guardian once a gifted referral is received and processed.
Timeline for VPA Gifted Referrals and Permission to Evaluate
Due to our use of online application forms, if the parent/guardian is making the referral we will consider the application and gifted referral form to be a Permission to Evaluate and move ahead with scheduling the evaluation.
Evaluations will be scheduled once all required referral and permission forms are submitted.
Referral Periods:
Referrals with accompanying permission to evaluate on file by February 28 will be offered appointments for evaluation by March 30.
Referrals with accompanying permission to evaluate on file by May 31 will be offered appointments for evaluation by June 30.
Referrals with accompanying permission to evaluate on file by July 31 will be offered appointments for evaluation by August 31.
Referrals with accompanying permission to evaluate on file by November 15 will be offered appointments for evaluation by December 15.

If your child has been tested in a previous district, we may be able to use those scores to qualify for enrollment. Otherwise, we have some dates in June to offer gifted assessments.
