School Improvement Designations
School Improvement Designations
Under the Every Student Succeeds Act, states must identify schools that meet certain criteria that classify them as schools in need of improvement. The South Carolina Department of Education has developed a South Carolina School Improvement Designation document explaining the criteria, identifications, and support these schools receive.
Identification:
Schools are identified for ATSI when the overall weighted point index for one or more student subgroups is at or below the fifth percentile of Title I schools in the identification year.
Exit Criteria:
The identified subgroup must:
Perform above the level of all students in the highest-performing Title I CSI school from the most recent identification year
Demonstrate improved academic achievement compared to the original identification year:
Elementary/Middle: Increase the percentage of students meeting or exceeding expectations in ELA or Mathematics.
High School: Increase the percentage of students meeting or exceeding expectations in English II or Algebra I.
Designation Length:
Three-Year Designation
Next Identification:
Fall 2028
Notes:
ATSI identifications occur every three years.
Identification is based on the performance of individual student subgroups.
The identification threshold is set at the fifth percentile of Title I schools.
Threshold Scores
Elementary - 36.64
Middle - 30.43
High - 11.73
Identification:
Schools may be identified for Comprehensive Support and Improvement (CSI) in three ways. Title I schools are grouped by grade span and ranked based on their overall weighted index score, with schools performing in the lowest five percent (5%) of their grade span identified for CSI. Any high school with a graduation rate below seventy percent (70%) is also identified as CSI, regardless of Title I status. In addition, a Title I school identified for Additional Targeted Support and Improvement (ATSI) in the same student subgroup for three consecutive identification cycles will have its identification status changed from ATSI to CSI.
Exit:
Schools identified for CSI may exit identification status by meeting the criteria associated with their identification pathway. Schools identified because they were in the bottom 5% of Title I schools must improve their overall performance enough to move above the bottom 5% threshold and show increased student achievement in English Language Arts (ELA) or math. High schools identified due to a graduation rate below 70% must raise their graduation rate to 70% or higher. Schools identified as Additional Targeted Support and Improvement (ATSI) after three consecutive cycles must improve the performance of the identified subgroup so that it exceeds the performance of all students in the highest-performing Title I CSI school and demonstrate increased achievement in ELA or math compared to when the school was first identified.
2025 Threshold Scores:
Bottom 5%

Middle - 30.43
High - 11.73
