California Department of Education (CDE), with the assistance of the California Comprehensive Assistance Center at WestEd in partnership with WestEd’s Assessment and Standards Development Services Program, conducted an extensive and robust process to develop and validate new CA ELD Standards that correspond to the CA CCSS for ELA/Literacy and address English language and literacy skills that ELs need in key content areas
English Language Arts/English Language Development Framework
The English Language Arts/English Language Development Framework for California Public Schools: Kindergarten Through Grade Twelve (ELA/ELD Framework), addresses the language needs of every student in California and provides guidance to prepare students for postsecondary education and/or careers. The ELA/ELD Framework forges a unique and unifying path between two interrelated sets of standards: the California Common Core State Standards for English Language Arts and Literacy in History/Social Studies, Science, and Technical subjects (CA CCSS for ELA/Literacy) and the California English Language Development Standards (CA ELD Standards).
Improving Education for Multilingual and English Learner Students: Research to Practice
This publication presents current evidence-based pedagogy and practices in the areas of developing multilingualism, early education, assets-based environments, English language development, and the creation of systems that support the implementation of these practices. Examples of how evidence-based pedagogy and practices may be implemented in districts, schools, and classrooms are also provided.
California Practitioner's Guide for Educating English Learners with Disabilities
The CA Department of Education developed this California Practitioners’ Guide for Educating English Learners with Disabilities to provide information on identifying, assessing, supporting, and reclassifying English learners who may qualify for special education services and pupils with disabilities who may be classified as English learners. The manual or guide will also assist leaders in developing and implementing policies and practices related to English learners with disabilities.
California Department of Education data shows that the percentage of English learners who qualify for special education services is greater than the overall percentage of K–12 students who do.

The mission of Global California 2030 is to equip students with world language skills to better appreciate and more fully engage with the rich and diverse mixture of cultures, heritages, and languages found in California and the world, while also preparing them to succeed in the global economy.
