Switch off Data and join WiFi to see if that helps. Both Data and WiFi should not be turned on at the same time. One or the other; not both. Check this setting regularly! Sometimes both WiFi and Data are activated automatically if one drops its service.
If using WiFi, move closer to the home router or move the router high up on a shelf and away from things that may block the signal, like chimneys. VILS Chromebooks can be connected to WiFi via a hotspot.
When using LTE data, how close or far you are from a cell tower and the number of other cell users also using that tower can slow down internet speed and cause a lag. We know this is a problem with many carriers in North Portland.
