The list of tiered strategies below is not exhaustive but suggestive and intended to provide a starting point in the implementation of Tier I interventions.
Strong Tier 1 systems intentionally create the conditions for kindness, connection, and prosocial behavior. When routines are predictable and relationships are prioritized, cruelty has fewer places to take root — and students experience school as a community, not just a campus.
