Title I Budget Information

Uses for Allocation

All expenditures must directly correlate with the School Performance Plan and must also include the ESSA Level of Evidence, including Citation

All Schools receive: PARENT INVOLVEMENT 1% Set‐Aside:

    • All schools will receive additional parenting funds, equal to 1 percent of their total allocation, to be used for parent training, resources, and materials. This amount is separate from, and in addition to, each school’s assigned Title I allocation.
    • Schools should plan to use no more than 25 percent of the 1 percent allocation for refreshments for parent training sessions.
    • Schools may also elect to allocate additional funds from their assigned Title I allocation to increase resources for parent involvement.

Staff Positions

Staff Positions:

Licensed: (Actual Salary + Benefits)

    • Class Size Reduction
      • Elementary or MS/HS [credit-bearing classes]
    • Learning Strategist:
      • Students – works directly with students on a daily basis as verified by CCF-109/schedule
      • Data – works with teachers/administration to collect/analyze student assessment data
      • Teachers – works directly with teachers on a daily basis to provide coaching, mentoring or training

Support Professional: (Actual Salary + Benefits)

    • Instructional Assistant
    • Teacher Family Assistant
    • Student Success Advocate

Support Professional Job 2: (Hourly Rate + Fringe)

    • Additional hours beyond contracted hours for instructional or parent communication purposes (hours are to be worked every day)
    • Not to exceed a total of 8 hours per day (job one and job two)
    • Budgeted at individual’s hourly wage plus benefits

Certified Temporary Tutors (CTT) ($20/hr + $2 fringe = $22/hour)[maximum of 650 hours per year, per CTT]

    • Instructional work with targeted students to support goals/action steps of the SPP
      • Benchmark assessments
      • Intervention instruction
      • Small group tutoring
    • Not to be used for non‐instructional purposes [Duty (before/after school or lunch), front office duties, playground, etc.]
    • If provided, lunch and prep periods are non-paid

Temporary School Aide (Neighborhood Mom)

    • Support for instructional and school programs
    • Not to exceed 3.9 hours per day and 650 hours per year per person
    • Not to be used for office coverage, playground/lunchroom supervision, before/after school duty, etc.


Other Salaries: (Tutoring, Extra Duty, Site Liaison, Substitutes, Prep Buyout)

Extra Duty Pay

Licensed ($22/hour + $1 fringe = $23/hour)

    • Tutoring
      • Extended-day or Saturday (Boot Camp, Test Preparation, Targeted Intervention, After school clubs)
      • Schools may opt to budget preparation time for teachers providing extended-day tutoring
        • one (1) hour of prep time per every four (4) hours of face-to-face instructional time
    • Collaboration
      • Group planning, grade/department collaboration, or data analysis
    • Professional Development
      • Book studies, mentoring, coaching, and other topics as needed to support the goals/action steps of the SPP
    • Site Liaison
      • Teacher who takes on the responsibility of completing Title I duties outside of contracted hours
      • Hours allocated must reflect the complexity of the Title I budget

Support Professional (hourly rate + fringe) [Overtime rates apply for all hours in excess of 40 per week]

    • To be utilized for occasional hours beyond contracted day for instructional purposes
      • Before/after school tutoring
      • Before/after school clubs
      • Before/after school participation in collaboration meetings or professional development
      • Site Liaison
        • Support professional who takes on the responsibility of completing Title I duties outside of contracted hours
        • Hours allocated must reflect the complexity of the Title I budget

Long-Term Substitute ($22/hour + $2 fringe = $24/hour)

    • Participation in before/after school collaboration, professional development, or parenting activities

Prep Buyout (Hourly rate + fringe)

    • Class size reduction at MS and HS level [credit-bearing classes only]
    • Extended day → Early-bird or Late-bird [credit-bearing classes only]
    • Intervention groups for non-proficient students at ES level
    • Training, coaching, or mentoring at the ES level
    • Not to be used for SpEd or EL only classes
    • Average cost ($10,000)

Substitutes – Collaboration and Professional Development (School Rate + Fringe)

    • Collaboration
      • Grade level/department planning, grade level/department collaboration, data collection, printing of data
    • Professional Development
      • Covers training activities designed to improve classroom instructional practices


Materials, Technology and Services

Books – Library

    • Library-Processed Books (extra fees may apply)

Books – Professional Development

    • Professional books to be used for the specific purpose of training teachers

Books and Periodicals – Curriculum

    • Books for student use to support student achievement

Data Processing and Coding Services

    • Fees for student assessment services (AP exam, SAT, ACT, etc)

Dues and Fees

    • Attendance at local or out of District conferences that supports the goals/action steps of the SPP
      • Must follow CCSD travel guidelines
      • Covers the cost of conference registration fees

Items of Value

    • Items with a per unit price of $1,000 - $4,999.99 that support student achievement, staff training and parent communication

Out of District Consultant

    • Individual(s) will be paid to train teachers and support professionals in effective instructional practices
      • Cannot exceed a cost of $3,000 per day without CFO approval (8 hr. training equivalent)
        • Fee must include all training expenses (travel, trainer fee)
      • Consultant fees in excess of $25,000 per consultant require board approval through your Region Superintendent’s office

Professional Technical Services

    • Student-based wrap-around services provided by outside vendors

Software

    • Computer software to support student skills attainment, staff training, and parent communication (must adhere to CCSD policy)

Supplies/Materials

    • General supplies or kits to support classroom instruction, staff training and parent communication.

Technology Supplies

    • Technology items to support improved student achievement, staff training and parent communication

Transportation/Travel

    • Attendance at out of District conferences that support the goals/action steps of the SPP
      • Must follow CCSD travel guidelines
      • Covers the cost of:
        • Airfare
        • Hotel
        • Transportation
          • To/From: airport and hotel, hotel and conference, or conference and airport
            • Does not include dinner or leisure activities outside of conference schedule
          • To/from home and Airport
        • Local airport parking
        • Per Diem

    • Books to support additional academic skill practice and parenting skills
