Assignment of Central Staff to Schools

State law requires that "to the extent that any member of the staff of central services is assigned to provide services at a local school precinct on a temporary or permanent basis, the decision regarding the assignment and any subsequent reassignment of the member of the staff must be made in consultation with the principal of the local school precinct and the school associate superintendent."

Employees from across Central Services are assigned to schools to provide a variety of services. For those positions assigned to schools under Service Level Agreements, consultation for the assignment of staff is accounted for during the consultation of principals of the Service Level Agreement itself.

For those Central Services positions assigned to schools outside of Service Level Agreements, a review of consultation processes was conducted. Processes were developed when needed, refined when warranted, and documented for all . Those positions include:

Each of the processes for consulting principals on the assignment of staff for these services is provided below.

Assessment, Accountability, Research, and School Improvement Division

  • Title I Coordinators (6.0 FTE – Federally Funded)
  • Title I Project Facilitators (12.0 FTE – Federally Funded)
  • School Improvement Project Facilitators (8.0 FTE – Federally Funded)
  • English Language Learner Testing Personnel - Itinerant Testers (29.4 FTE - General Fund)

Staff assignments are made annually based upon alignment within Performance Zones in order to increase efficiency as staff travel between schools. This process decreases expenses related to mileage and increases time spent actively supporting schools.

Staff assignments for all AARSI personnel assigned to schools will be placed, no later than June 1st, in a Google Drive folder to which all principals and School Associate Superintendents will have access. See sample below. An email notification will be sent to all School Associate Superintendents with the attached link.

Principals requesting changes of personnel will notify the appropriate department administrator no later than June 15th .

Final allocations, with recommended changes (if appropriate) will be posted in the Google Drive folder by July 1 st .

Education Services Division

  • Positive Behavior Intervention Specialist (PBIS) Coaches

Assigned based on the needs of the school or a specific student.

English Language Learners

  • ELL Coordinators (11.0 FTE – General Funded)
  • ELL Project Facilitators (20.0 FTE – Zoom Funded)
  • ELL Project Facilitators (18.0 FTE – Federally Funded)

Staff assignments are made annually based upon alignment within performance zones in order to improve communication between the school associate superintendent and the assigned ELL coordinator. This strategic staffing assignment affords the school associate superintendent to coordinate support for all schools within his or her performance zone through collaborating with only one or two ELL coordinators. The process also decreases expenses related to mileage and increases time spent actively supporting schools.

Project facilitators are also assigned to support each performance zone to ensure diversity of services. Considerations include: school level experience, bilingual abilities, language development expertise, and professional development experience.

Staff assignments for all ELLD personnel assigned to schools will be shared, no later than July 1, 2018, in the Cohort A, B, and C Canvas Courses to which all principals and School Associate Superintendents have access.

During the 2018−2019 school year, principals can notify the ELLD division administrator with concerns and any requested changes of ELL staff assignments. In addition, principals can share feedback using the ELLD customer service survey at http://bit.ly/2m7lb5l.

Facilities Division

  • Building Engineers (2 FTE - General Fund)

These two building engineers are interviewed and selected by the high school principals in Mesquite and Moapa. Their responsibilities include minor maintenance for one high school, one middle school, and two elementary schools each and assigned to each principal by the Facilities Asset Maintenance Department. They remain assigned indefinitely.

The building engineers are under general direction of the high school principal but officially supervised and evaluated by the Operations Manager (OM). Their attendance is tabulated and reported also by the OM. The OM has the responsibility for coordination between the schools and the Facilities Asset Maintenance Department. Discipline, if required, is coordinated by the OM with the Facilities Asset Maintenance Department.

Food Services Division

  • Senior Food Service Worker (Elementary Schools – Enterprise Fund)
  • Food Service Manager II (Secondary Schools – Enterprise Fund)
  • Food Service Manager I (Outlying Schools – Enterprise Fund)
  • Food Service Specialist (Behavioral Schools – Enterprise Fund)

The Food Service Department will advertise open positions through the Human Resources Department’s job posting Web site. Food Service personnel will review the employee application files and present the most qualified candidate(s) to the principal at the site for review/approval. Principals are welcome to provide input and participate in the interview process to ensure the most qualified candidate is selected for their site.

Feedback is solicited from the principals regarding the employee evaluation process throughout the school year.

Staff assignments are made annually based on alignment with Student Services Division Area Clusters in order to increase efficiency as staff travel between schools to serve students through Service Requests or as mandated by student IEPs. This process decreases mileage expenses and increases service to schools.

Staff assignments for all SSD personnel assigned to schools will be made either via email, phone call, or a personal site visit before August 1 of each school year.

Principals requesting changes of personnel are to contact the department’s lead administrator via email by before the start of the school year.

Final allocations are communicated to school leaders via email, phone call, or a personal site visit through the first week of school.

Assignments made throughout the year as per student IEPs will follow the same notification process when appropriate.
