A native of Sullivan County, Dr. Kitzmiller graduated from the University of Tennessee at Knoxville where he received his bachelor and master degrees. He received his Doctorate of Education degree in 2001 from East Tennessee State University. After graduation, Dr. Kitzmiller taught in Ohio and within the Knox County School System prior to returning to Kingsport in 1978. In 1998, he was named Kingsport City School’s staff development coordinator, where he helped develop and initiate the system’s first staff development program. He served as Superintendent of Kingsport City Schools from 2002 to 2011 and as STEM Coordinator for the Niswonger i3 Consortium. He and his wife Rosey reside in Kingsport and his three sons attended and graduated from Kingsport City Schools.
Law is from Johnson City and a graduate of University High School. He is the son of Wayne and Ruth Loving. Law graduated magna cum laude from Tulane University with degrees in public health and economics. He earned an MBA from East Tennessee State University.
He was the Tulane club baseball president, a member of Student Alumni Ambassadors and the Tulane Honors Program. He held positions as a research assistant for the Grand Isle Erosion Project and as a resident assistant and residence hall manager for Tulane housing and residence life. He completed internships with the Department of Homeland Security in Seattle, Washington, and at a local hospital in New Orleans in a Nursing Administration Department. He was accepted into Tulane's prestigious Mortar Board society.
Law is Director of the Career and Workforce Readiness at Niswonger Foundation. He was previously employed with Smarty Pants, a market research company, for four years. He teaches as an adjunct faculty member in the Mass Communications department at East Tennessee State University. He is an active community member and volunteers with Big Brothers, Big Sisters of America and as a Sunday School Teacher at his church. Law and his wife Megan reside in Greeneville with their son, Lawrence "Wren" Loving IV, and daughter, Evora.

Dr. Vicki Kirk retired from a career in education June 30, 2021 and now serves as the Director for the Niswonger Foundation’s STEM LD grant.
In the years preceding her retirement she served as the Superintendent of Tennessee Schools for the Deaf (TSD). She came to the TSD as interim Superintendent in March of 2018 and was appointed permanent, full-time Superintendent in January 2019. Dr. Kirk served as Tennessee’s Deputy Commissioner and Chief Academic Officer under Commissioner Candice McQueen from April 2015 until December 2018. Prior to her service at the Tennessee Department of Education, Vicki served as Director of Schools in Greene County from 2005 - 2010. She also worked with Greeneville City Schools for 19 years as a teacher, assistant principal, and assistant superintendent. Dr. Kirk holds a bachelor’s degree in medical technology, a Master of Arts in Teaching, and an Ed.D in educational leadership and policy analysis, all from East Tennessee State University.
Vicki and her husband, Michael reside in Greeneville and have two adult sons, Ben (Meg) and Robert, and grandchildren, Lyra Jeanne and Olen James.
Breshay resides in Parrottsville, Tn and holds a bachelor’s degree in business administration with a minor in marketing at East Tennessee State University. Breshay’s role focuses on budgeting, marketing, and communications. She is currently in graduate school at ETSU to obtain a masters degree in public administration.
John earned his Bachelor of Science degree (Biology major/Chemistry minor) from Milligan College and a Masters in Education with emphasis in Instructional Technology from ETSU. He has also completed additional coursework at Northeast State and ETSU and holds a Certified Internet Webmasters certification (CIW).
John has been an educator for 32 years before retiring in 2015. He spent the first ten years of his career teaching Chemistry and Physics in the Greene county school system. In 1994, he joined the faculty of Dobyns-Bennett High School as a Physics and Physical Science teacher. In 2003, John gained his Career and Technical Education (CTE) certification and began to teach Web Page Design I and II as part of the CTE curriculum. In 2008, John began his tenure as Director of Technology for Kingsport City Schools serving in that capacity for 8 years.
John is married to Tammie Payne and they have one daughter Katie.
Brittany, a native of Clintwood, Virginia, earned a bachelor's degree in history from UVa-Wise and a master's degree in English from ETSU. For nearly eight years, she taught English at Columbia State Community College in Columbia, TN. Brittany resides in Johnson City with her husband, son, and daughter.
Dr. Ramona Milhorn Williams is a native of Sullivan County and a graduate of Sullivan East High School. She holds a bachelor’s degree in political science, a master’s in counseling and a doctorate in education, from East Tennessee State University. She is a graduate of Leadership Greene County Class of 2020.
Throughout her 35 plus years in higher education, her work has focused on services and initiatives designed to provide opportunities and enhance student success. The ability to interact with and positively influence students stimulated her initial interest in a career in education and continues to motivate her today.
