Early Intervention (EI) is a STMA program for families with children ages birth to three years old. Early Intervention (0-3) provides support and instruction for young children who have been identified with a developmental delay, disability, or are at risk for developing delays. Children and their families can receive services in their home, child care, or other natural learning environments. These services are free regardless of income or immigration status.

Once a child has been identified, services are provided in the home, child care, or other natural learning environments. Please see the Home Visits page for additional information. Services are provided by a member or members of the Early Intervention Team. The focus of those services are determined by what is important to the family, which can be found written in the Individual Family Service Plan (IFSP)
Our Early Intervention team consists of Early Childhood Special Education Teachers, a Speech-Language Pathologist, an Occupational Therapist, and a Physical Therapist. Additional team members may include preschool staff, ECFE, Teacher of the Hearing Impaired, Teacher of the Visually Impaired, Audiologists, Behavioral Analyst, School Social Worker, School Nurse, or Public Health Nurse.
The Individualized Family Service Plan — the “IFSP” — is the heart of early intervention. A written plan, called an IFSP, is developed by a team to record the family’s outcomes for themselves and their child. It lists the early intervention services that will best help reach those outcomes and describes when, where, and how those services will be delivered. It will be a map to guide the family and the EI team working with you. The IFSP should be the result of cooperative planning between the family and the EI team.
If developmental concerns arise, a child can be referred for a screening and/or evaluation in a three ways:

After referring a child, the family will be contacted to arrange for a screening or evaluation to determine if a child is eligible for Early Intervention. In order to be eligible a child must either be experiencing developmental delays as measured by appropriate diagnostic instruments in one or more areas of development or has a diagnosis physical or mental condition that has a high probability of resulting in developmental delay. Once a child qualifies, the team will work to begin providing home visits.
