Parade Policies

Event Date: April 13, 2024          *Application Deadline: March 25, 2024*


Parade Entries:

All parade entry forms must be submitted by Monday, March 25, 2024 at 4:30 p.m. For information regarding your participation, your Coordinator will be sending out links to the website with parking information, line-up, drop-off, and layouts. These links can also be found on the Cultural Arts Fair section of the HISD Website. Outside Organizations will receive a direct email with details.

- For the safety of participants and spectators, entries that include animals – with the exception of animals used for law enforcement will not be allowed to participate in the parade.

- Throwing items into the crowd is also prohibited for the safety of participants and spectators. *NO CONFETTI OR ANYTHING OF THE SORT*

- Motorcycle and/or car clubs are allowed to participate; however, riders must not rev the engines.

- All floats and/or vehicles must submit dimensions of the float and/or vehicle.

Campuses:

Campuses can submit any number of entries as long as they are affiliated with the campus through a district organization. Each entry must be represented by campus representatives: teachers, students, and/or administrators.

Out of District Entries:

Businesses, organizations and schools outside HISD may enter the parade at the discretion of Superintendent Gerardo Soto and/or his Cabinet members. Email hisd.communications@myhisd.net to receive an application. All outside groups must purchase their own float permit/s for each motorized vehicle ($36.05 for each moving vehicle). Max of (5) floats/moving vehicles allowed for all out of district entries. Participants without floats/moving vehicles are not required to pay a fee. Payments may be made at the following address on or before April 5th at 4PM. If payment is not made by this date, entries will be disqualified.

Name of Event: Culltural Arts Fair 2024 - Parade

If you choose to bring payment to HISD Central Office at 102 Genevieve Dr, payments must me made on or before March 27, 2024.


Permit Requirements:

All motorized vehicles are required to have a float permit ($36.05). The district will pick up the cost for Harlandale entries ONLY. Outside groups must purchase their own float permit at the Development Services building, 1901 S. Alamo. Permits must be made available for inspection by law enforcement and/or parade officials. Failure to provide such proof may result in disqualification from the parade. The day of the event, a staff member or volunteer will be on site with your permit.

Decorations:

All decorations must be noncombustible or flame retardant. Hay stacks must have been treated. All vehicles with decorations must have a 2-A, 10-B:C-rated fire extinguisher dated with the current year. Every entry is responsible for providing its own fire extinguisher.

Insurance Requirements:

All vehicle drivers must provide a valid operator’s drivers license and proof of liability insurance. Documentation must be made available for inspection upon request by law enforcement and/or parade officials. Failure to provide such proof may result in disqualification from the parade. 

Parade Line-up:

The parade will begin promptly at 9:00 a.m. and route from Memorial Stadium North on Roosevelt to Mission Marquee Plaza. Parade line-up will be sent out after all applications have been closed. Based on your number in the line-up, you will be assigned to a designated Corral that will denote your arrival time. Students/walkers are to be dropped off/arrive between 7AM and 7:30AM.  To help ensure the safety of children and participants, only those vehicles participating in the parade will be permitted into the parade staging area. Parents dropping off and parade participants parking at the stadium will be allowed in the parking lot designated for them. 

All parade participant must have a poster or visible signage displaying their groups name & judging category. The poster/sign should be displayed on the right-front side of the float/group for judging purposes. Judging category will be selected when filling out the application.

Route to line-up: Parade Floats/Vehicles & all other participants including those to be dropped off will enter Memorial Stadium from Echo St (back side). Upon arrival, you will be greeted by a Staff Member/Volunteer and/or Police to check-in and be directed. 

Transportation:

Parking and drop-off will be available at Memorial Stadium for all participants. Shuttles will be available after the parade to take participants back to Memorial Stadium if needed.

Elected Officials & Political Literature: 

Elected officials who represent the Harlandale ISD community are invited to participate in the parade and must be present on the day of the parade.

Any and all signage cannot contain endorsement language such as “for,” “vote,” “vote for,” or “elect.” No endorsement materials of any kind are allowed along the parade route or festival.

Community members who are not currently in office but are seeking an elected office that represents the Harlandale ISD community will not be allowed to participate in the parade, but are welcome to attend the Fair at Mission Marquee Plaza. No endorsement materials of any kind are allowed along the parade route or festival.


Throwing & Distributing Items:

It is unlawful, according to City Ordinance, for parade participants to throw, distribute, or give away any articles, materials, leaflets, coins, souvenirs, t-shirts, candy or any other items in the staging area or along the parade route. Doing so could result in the items being confiscated by law enforcement.

Behavior:

All participants are expected to behave in an exemplary manner. Any rudeness, foul language or threatening behavior will be grounds for the removal of any individual and/or their group from the parade and could jeopardize future participation. 

Disbanding:

No one is permitted to disembark from their float or vehicle until they have reached the disbanding area. Disbanding of the parade will be at the Mission County Park #1 (see map). Law Enforcement will be on hand to direct parade disbanding.
