What is M.O.R.S.E.Y.?
The Mustang Public School District is expanding educational opportunities to accommodate the growing needs of students and families. M.O.R.S.E.Y. (Mustang's Options for Reaching Students & Educating Youth) is an innovative program designed to serve students who benefit from a customized virtual education solution.
While the district has offered online courses for years, this program provides participating students with the flexibility to complete all of their coursework outside the traditional school building or blend their learning experience by attending some classes at school. M.O.R.S.E.Y. students also have the unique opportunity to participate in on-site extracurricular activities, including 6A athletic teams and world-class fine arts programs.
This free, online education opportunity aligns with Oklahoma Academic Standards and offers a self-paced education option for 7-12 students. Highly qualified, certified teachers provide online instruction and work closely with students and parents to customize lessons as needed.
Who can participate?
Regardless of the model of instruction, students must reside within the Mustang Public School District and be enrolled in MPS.
Traditional - All students; this is the default model for Mustang Public Schools. When a student enrolls in MPS, they are enrolling in the traditional model of education.
Mustang Virtual Academy - All students 7-12 (enrollment dependent) who meet requirements and are accepted to participate (1 semester minimum commitment).
Blended Model - Only students 9-12 who meet requirements and are accepted to participate (1 semester minimum commitment).
Is there a cost for MVA or Blended?
There is no cost to participate in the program as designed.
Do I need a device?
Yes; students must provide their own device and have a reliable internet connection in order to apply for and be accepted into Mustang Virtual Academy or Mustang Blended.
Do I need to provide Internet?
Yes; reliable internet access is necessary to access and complete virtual lessons, grades, and teacher support.
What is the role of the parent/guardian?
In grades 7-12, the parent still plays an important, supportive role to help the student stay on task and ensure follow-through on assignments. However, secondary students also are expected to start managing their own time and academic schedule.
What program/curriculum is used?
All courses are aligned to Oklahoma Academic Standards. For details concerning the on-site/face-to-face portion of this model, please visit the Traditional Model site. For details on the virtual learning portion, please visit the Mustang Virtual Academy site.
Who teaches the courses?
Highly qualified, certified teachers provide online instruction.
Can my child participate in athletics, fine arts or extracurricular activities?
MVA - No. Students in MVA will not attend campus and, as such, are not eligible for participation in on-campus activities.
Mustang Blended (11-12 only) - Yes! Students may participate in extracurricular activities and/or clubs in Mustang Public Schools. For some activities, the student may need to be enrolled in a traditional class such as football or choir in order to participate in competitions or contests. Students also need to maintain eligibility according to OSSAA in order to participate in games or contests.
Depending on the level of community spread, all athletics and activities will continue as planned with extra measures taken to ensure the safety of students and staff. Additional measures may be implemented as needed.
Additional Clarification: Clubs/Activities would be options through Traditional or Blended, but MVA would preclude them as it is 100% off-campus. Per OSSAA regulations, students must enroll in and attend at least one (1) period during a school day in order to be eligible for participation. If a high school student wants to participate in these activities, they would just need to apply for Blended with the hour on campus/in-person being their sport/activity to be eligible to participate.
What should I consider before applying for MVA or Blended?
Students, with the assistance of the parent, must make a greater effort to stay organized, create a schedule, manage their time and work toward staying on pace to complete their coursework. As a parent/guardian, you will need to work closely with your child to help monitor their progress.
What if my child has special needs?
The program offers one-to-one teaching, the support of a parent, and a flexible work environment/schedule, which may be deemed an appropriate placement under a student’s Individual Education Plan (IEP). Courses may be tailored to meet a student’s needs.
However, learning in an online environment may not be an appropriate placement for every student. IEP or 504 documentation is required before enrollment. District guidance staff, parents, special education staff, and district virtual education representative should make a determination of placement before deciding to enroll the student in courses.

What computer skills are required?
Participating students will need some basic skills with regard to computer use, as it is an important part of the program. In early grades, the parent plays an integral role in interacting with the computer.
Do the classes count for NCAA credits for high school?
Students concerned with NCAA eligibility should talk to their coach and school counselor before deciding to apply for MVA or Mustang Blended. MPS teachers and the Edgenuity curriculum are NCAA approved for the Fall of the 20-21 school year.. Upon enrollment, the student and/or parent must notify Mustang PS if they desire for their student to be NCAA eligible. There are specific requirements in terms of courses that need to be completed, testing requirements, and communication requirements that the student must adhere to in order to be eligible. What is Edgenuity?
Edgenuity is a content management system that provides an online/digital learning curriculum for students who wish to learn in a fulltime virtual classroom setting.

What about lunches?
Please visit the MPS Child Nutrition site for details/updates.
We recommend that all families, regardless of income level, complete a 2020-2021 Free and Reduced-Price Meal Application at www.schoollunchapp.com. New applications are required every year. Please complete only one application for your family/household and list all children in the household, including all students attending Mustang Public Schools, regardless of whether they are participating in traditional, distance or virtual learning.

What about access to school counselors?
MPS Counselors are available to address student concerns and social emotional needs, provide access to community and school resources, answer questions regarding grades, monitor progress, and check transcripts. What about grades/grading?
Virtual classes will follow the same grading structure set forth in the Mustang Public Schools Policy Guide and the MPS Student Handbook. “Actual Grade” in Edgenuity will reflect the student’s current grade. This grade will be used for eligibility purposes and the final grade.
What about academic eligibility?
Scholastic eligibility for students will be checked at the end of the third week of a semester and each succeeding week thereafter. If a student is not passing all subjects in which he/she is enrolled at the end of a week, he/she will be placed on probation during the next one-week period.
A student who has been placed on one-week probation must be passing all subjects at the end of the probationary week in order to retain eligibility. If, after a one-week probationary period, a student is not passing, he/she will be ineligible to participate during the next one-week period. The ineligibility period will begin on Monday, and end on Sunday.
Students will have until 4 p.m.Thursday to make-up or turn in work that could affect eligibility status. A final evaluation of the student’s grade will be made early Friday and reported to the parent and student on Friday. The information will also be made available to the secondary staff member responsible for eligibility reports so the information can be sent out to necessary teachers and coaches. The information available on Friday morning to students, parents, teachers, and coaches will be final for the upcoming week's eligibility report.
What about student attendance?
Consistent participation in classes is essential to student success. Virtual attendance is measured in two ways: completion of lessons, projects, and assessments and time spent actively engaged in online lessons. Students should login to each of their courses for substantive participation at least 5 times per week, preferably daily. To have satisfactory attendance, work should be submitted weekly unless other arrangements have been made with the teacher(s) in advance. Teacher(s) will contact students/parents by email and phone if they are not logging in frequently or making adequate progress in their courses. If, after the teacher contacts the student/parent, attendance and engagement do not improve, parents will be contacted by the teacher. A plan will be developed with the student and parent/guardian to help the student get back on track. If the plan is unsuccessful, the student and parent will be asked to come in for a conference to discuss future success.
Students have access to Edgenuity which allows the student to work ahead and/or complete lessons from any location. Therefore, if a student’s course completion rate is not on pace, and/or the student does not communicate with the teacher/s, the student may be considered truant.
If the student is enrolled in both online and traditional classes, the MPS attendance policy must be followed for the traditional classes. If the student is unable to complete work virtually (ex. illness, out of town for a funeral, etc.) please contact the main office at your child’s home school.
How can families help in all of this?
Taking your child’s temperature on a daily basis prior to them leaving the house.
Openly communicating any concerns directly with your child’s teacher or school site.
This includes open communication regarding illness/symptoms/exposure/positive test.
Donations of hand sanitizer, disinfectant wipes, masks, no touch thermometers, and additional school supplies would be helpful at each site.
Keeping students home if they exhibit any symptoms of any illness.
Keeping students quarantined for 14 days if they have had any exposure to someone who has tested positive for COVID-19.
Preparing your home and child with supplies and devices for distance learning if possible and feasible.
Letting your child’s teacher or school know if you need assistance with internet access, devices, or meals.
Having masks or other appropriate face coverings available for students to have at school if needed.
Encouraging your child to wear a mask, if feasible, to assist in protecting our staff who may be in the vulnerable population.
Working with the school site as they change visitor protocols and the check in/check out processes as warranted.
Limiting visits to school buildings (eating with children, classroom parties, limiting access beyond the front office, etc.)
Assisting with COVID tracing through the State Department of Health.
How will class ranking and GPA work with some students on Virtual and others attending Traditional?
Grading for all Virtual Academy courses will follow the same grading policy as the courses in the face-to-face model. MVA courses that earn high school credit will count in GPA calculation and class rank. According to OSDE guidance, the grading policies for remote instruction must be consistent with the District’s grading policies for on-campus assignments.
Will a student transcript reflect MVA or Blended?
MPS is waiting on specific guidance from governing entities regarding transcripts.
What about State testing?
Students attending Mustang Virtual Academy or Blended Instruction will be required to participate in district and state mandated testing in accordance with Mustang Public Schools policies and Oklahoma State Department of Education guidelines.
I am not comfortable with what my former spouse is pursuing for our child's education; what are my options?
Divorce decrees include information regarding who is in charge of educational decisions. Please refer to your divorce decree and if there are any issues, this will need to be handled as a personal matter.
What about Pre-K?
All PreK Students will be enrolled in the Traditional Education Model. This is Face-to-Face learning at the school site. In the event of school closure for PreK students the MPS Distance Learning Plan may be enacted. The Distance Learning Plan is teacher-led and students may access their school work through the learning management system (See-Saw).
Mustang Virtual Academy (100% online platform) for 7-12 and the Mustang Blended Learning Model 9th-12th only are not options for PreK students.
If we decide to start out going to traditional school but later on feel that Mustang Virtual Academy/Mustang Blended is a better fit, can we change our enrollment?
Yes, but it would be at semester due to transcription, grades, etc. There may be room for exception due to special circumstances, but that would be a conversation with the school and a team decision.
What about Canadian Valley (CVTC)?

When will I know about acceptance into MVA or Mustang Blended?
We are not aware of anyone who accepted the terms (i.e., to provide device/internet) that was not admitted. Please contact your school, and they should be able to help.
For students/families who are new to Mustang, Central Enrollment will help with the next steps.
What about Special Education (IEP/504/I.D.E.A.)?
Questions regarding Students with Special Education Needs
Who will be serving our students on Individualized Education Programs (IEPs) who choose Virtual or Blended education during the 20-21 school year?
Depending on the number of students making this decision at the site level and district level. The student MAY have the teacher from their site OR another teacher from another site.
Pre-K students who are currently on an Individualized Education Program (IEP) or Section 504 Student Plan and students demonstrate a need for virtual education?
MPS is offering a traditional school option for all Pre-K students. Those students needing additional accommodations within this environment need to meet with their counselor or IEP case manager to address these concerns.
If a parent chooses one educational path at the beginning of the school year, can they later change and enroll under another path?
The school district has stated educational paths are semester decisions (based on staffing needs and decisions based on number of students needing services) and we would like to stay with this decision for all students; however, with our students with special education needs, there is always the situation where students may not be successful with the choice chosen and a need for change may need to be made prior to semester’s end.
Does the mandatory mask requirement apply to all students, even if the student has significant special educational needs?
Special consideration will be taken into account for students with significant medical or special educational needs.
