The State of Michigan requires that each student identify both career goals, and a plan of action to achieve them. This requirement is for ALL students, not simply those enrolled in local Career and Technical Education. Since 2018 several bills have been passed in the legislature that require school districts to take a more active role in assisting students as they prepare for their future education and careers.
Per state legislation local districts in Muskegon shall:
Incorporate career development education within core instruction
Embed CCR goals into the school improvement planning process
Inform students about pertinent postsecondary resources and
Provide a PROMISE of financial assistance
To assist in these expectations, the Michigan Career Development Model (MI CDM) was developed, continuous improvement via the MICIP system was launched, the Michigan Career Pathways online resource was drafted and most importantly the Muskegon Area Promise has been launched universally and countywide.

The Muskegon Area Intermediate School District, with support from change agents like our Muskegon Area CTC, our local college access network, and Muskegon Promise Zone Authority; is working to maintain a menu of resources for all districts centered on High Quality Instruction that includes career education and career development. The Muskegon Area Intermediate School District (MAISD) Career & College Readiness (CCR) Team has developed a K-12 Career Development Menu that aims to align our services for districts and students to a system known by many educators already. Multi-tiered System of Supports (MTSS) if often used for supporting the academic, social-emotional, and behavioral needs of students at Tiers 1, 2 and 3 in-district and at the county level. In our work within career education, we also strive to support students with Multi-Tier, and Multi-Domain Systems of Supports:
Tier 1 are universal strategies and services for ALL students countywide and include general CCR staff support
Tier 2 are targeted strategies and services for SOME students countywide and include more intensive CCR staff support
Tier 3 are finite strategies and services for FEW students countywide and include the most intensive CCR staff support

The Michigan Career Development Model (MI CDM) is designed to provide all students (K-12) in the Michigan educational system with the necessary knowledge and skills for success in a career of their choice and lifelong learning. Through embedded classroom lessons and activities, students start to develop an Educational Development Plan (EDP) and a Talent Portfolio.
The Michigan Department of Education (MDE) recommends districts utilize their school improvement team to implement the strategies within MI Career Development Model.

The Michigan Integrated Continuous Improvement Process (MICIP) is a pathway for districts to improve student outcomes by assessing whole child needs to develop plans and coordinate funding.
Effective December 24, 2018; School improvement Plans shall include activity that relate to pupil’s employability. Each district shall provide a variety of age-appropriate career informational resources in all grades K to 12.
Since January 2021, MICIP has been live for all districts. Link here for a brief overview. To date, districts were required to enter only one goal of their choosing while they get used to the new process and system.
Beginning in the 2023/24 school year, districts need to have all active goals in the platform; college and career readiness included.
The MICIP state level team has created a training site and training manual for schools, districts, and ISDs to use as they prepare for the implementation of MICIP.

The Michigan Department of Education has developed and made available a post-graduation opportunities packet electronically on the web.
The State requires districts to share this information and other resources helpful to post-graduation and career planning with all students grades 8-12.
Michigan Pathfinder Resources meets the content requirements of the informational packet and provides Michigan residents (and students) with state-specific education and occupation information so they can make informed education and career decisions.
The easiest way to share this resource is via student emails or school messenger. The great news... This new Michigan Pathfinder Resource is also currently available and accessible on the dashboard of every student’s Xello account countywide.
