Personalised Digital Learning Programme (PDLP)

At MOE's Committee of Supply Debate in March 2020, MOE launched the National Digital Literacy Programme (NDLP) for our schools and Institutes of Higher Learning to help students strengthen their digital literacy. One of the components of NDLP is the introduction of the Personalised Digital Learning Programme (PDLP) for all secondary school students, whereby every secondary school student will own a school-prescribed Personal Learning Device (PLD) by end-2021.


The launch of NDLP will help students to strengthen their digital literacy and to be future-ready at different stages of their education journey. Students will be able to acquire digital skills across four mutually reinforcing components in the "Find, Think, Apply, Create" framework:

Students will be using their personal learning device (PLD) frequently for their day-to-day learning. It is therefore important for them to familiarise themselves with the key features of their PLD. This will allow students to maximise the device’s affordances and better facilitate their learning within school or at home.

What is the PLD Initiative and why is it necessary?

The PLD Initiative is intended to equip all secondary students with digital skills. Students will own a PLD to help them develop these digital skills. These skills are required for students to be future-ready.
