Multi-Tiered System of Supports (MTSS) is an integrated system that connects academic, social-emotional and behavioral supports to provide high quality, standards-based instruction that is based on students’ needs. The Montrose County School District framework aligns with the Colorado model of a whole-school, prevention-based framework for improving learning outcomes for every student through family, school, and community partnering and a layered continuum of evidence-based practices. MTSS, the holistic structure and guiding force of our educational efforts, is a framework developed to organize and focus responses to school-wide and individual student needs. It provides a systematic way to identify students in need of help or challenge, to intervene at the right time and in the right way, and to monitor the effectiveness of specific supports and interventions.

It is designed to provide practical guidance to MCSD educators regarding the development, implementation, and evaluation of a building-level MTSS framework as a means to improve student achievement. It is a ‘live’ document that will be revised and updated on a continual basis to ensure that policies, procedures and resources are current and continue to meet the needs of the district and implement the Federal and Colorado State educational statutes.
