The Greater Bay Area (GBA) initiative is an ambitious scheme to link the nine cities in Guangdong’s Pearl River Delta, Hong Kong and Macau into an integrated economy and world-class business area that is good for living, working and visiting. Leveraging each city’s individual strengths, the project will oversee improved transport infrastructure, the creation of an international innovation and technology centre, and the development of a globally competitive modern industrial system, while promoting the free flow of people, goods, capital and information within the region.
Hong Kong and Guangdong play an important role in China's economy, and both are under pressure to transform. Guangdong is the largest economic province in the Mainland, a pioneer of reform in China, a manufacturing base and, as an economically developed region, the first to face the problem of restructuring and upgrading. With the rapid economic development and increasing openness of the Mainland, Hong Kong's status as the only window to the Mainland has been weakened and its competitiveness is not as competitive as it used to be.
Therefore, promoting the development of the Guangdong-Hong Kong-Macao Greater Bay Area is to leverage on the comparative advantages of the three places and promote their integrated development, which will help the three places to overcome the barriers to transformation and development, join hands to build a world-class bay area and a world-class city cluster, and provide impetus and experience to China's overall economic development and transformation.
Comprising 11 (9+2) cities and 66 million people (more than the total population of Italy or the UK)
In terms of land area, population size and corresponding population density and productivity, the Greater Bay Area have surpassed the three world-renowned Bay Area economic zones of San Francisco, New York and Tokyo. According to data compiled by Goldman Sachs, the Guangdong, Hong Kong and Macau Bay Area covers an area of 57,000 square kilometres, which is larger than the combined area of New York, San Francisco and Tokyo. The region's population of 66.7 million is nearly double that of Greater Tokyo.

Though the Greater Bay Area accounts for only 1% of the country's land area and has only 5% of the country's population, it contributes 12% of the country's GDP. In 2016, the total GDP of Guangdong, Hong Kong and Macao reached US$1.7 trillion, nearly the GDP of Australia.

The Guangdong-Hong Kong-Macao Greater Bay Area is included in the National 13th Five-Year Plan and the "Belt and Road Vision and Action" national strategy. It can play a gateway role in the Belt and Road national strategy, allowing foreign investment to enter the Mainland and domestic enterprises to go global (走出去).
