I currently serve an associate professor (in Indonesian Lektor Kepala) in the department of linguistics, faculty of humanities, Universitas Diponegoro. I hold a certification from the Directorate of Higher Education Ministry of Education of Indonesia to regularly carry out teachings, researches, and community services at university level. My academic status In Indonesia is as a Dosen PNS (civil servant lecturer).

In Indonesian context, the term dosen 'lecturer' does not specifically refer to the entry level academia. Instead, a lecturer can refer to anyone who teaches in higher education institutions regardless of academic rank as a lecturer, assistant professor, associate professor, or full professor.

My status as a civil servant lecturer (Dosen PNS) means that i am officially an employee of Indonesian government, but assigned as a lecturer at a university. Some lecturers are the employees of the university, not the government. So the key difference here is administrative.

Careerwise, there are four different levels of lecturers defined by Indonesian government, regardless of the administrative status as a civil servant lecturer or not.  Here is a legal document from the Indonesian ministry of education from which the translations in English and their Indonesian equivalences are quoted in verbatim. 

Asisten ahli (assistant professor)

Lektor (assistant professor*)

Lektor kepala (associate professor)

Profesor (full professor)

*i suggest that lektor is translated as 'senior assistant professor' to distinguish this from asisten ahli. These are two different ranks in Indonesia
