For your family to qualify as low income you must submit proof of eligibility. Below you will find an example of proof of eligibility.
ALL of the resources on this page will accept Oregon Department of Human Services Notice of Eligibility for medical benefits (Medicaid/ OHP example below) or for SNAP (Food Stamps). Both the Medicaid and SNAP Notice of eligibility are very similar looking. Either letter should have the following items on the document: "....Benefits Approved", your child's name, and the dates of the benefit period. These letters/ Notices of Eligibiltiy are sent by mail to you with each new benefit renewal. You can also access this letter/ Notices of Eligibiltiy online through the Oregon One Eligibility Website under the messages tab, after logging into your account.

USA Swimming bridges the gap for families in need by offering qualified individuals the opportunity to become a USA swimming year round athlete. Outreach Membership is a discounted USA Swimming membership that is provided to swimmers with financial barriers. To see if you qualify see below.
Outreach membership needs proof of Medicaid, SNAP, or WIC. This letter/ award document (see above) must include the swimmer's name and current dates that show that the swimmer's benefits are active. SNAP , Medical, or WIC cards do not have enough information on them for outreach eligibility approval. Outreach members can participate year-round in USA Swimming sanctioned meets, unlimited. Outreach members are not eligible for national teams or national development programs.

Swimmer's individual event entry fees are offset

USA Swimming requires all Local Swim Committees (LSC) to offer outreach memberships. Oregon Swimming Incorporation (OSI) is our LSC and gives additional support to swimmers who have income restrictions (Outreach Athletes). Outreach Athletes can receive reimbursements for the up to three meets per season that the swimmer attends and competes in. There are two seasons per year: the winter short course season is September 1st thru April 30th and the summer long course season is May 1st thru August 31st. Any meet on the OSI meet schedule (see link below) is eligible. Requests must be submitted within 30 days of the end of the reimbursable season. For short course season reimbursement the submission deadline is May 30th and for long course season reimbursement the submission deadline is September 30th.
OSI PROVIDES THE FOLLOWING OFFSETS/ REIMBURSEMENTS:
Offset the individual event entry fees of the swimmer for OSI registered swim meets
Athlete meet surcharges are not reimbursable
Offset the individual event entry fees of the swimmer for OSI Championship meets
Athlete meet surcharges are not reimbursable
Reimburse Outreach Athletes for 1.5x the travel amount to Futures, Pro Series, Junior Nationals, Nationals, US Open, US Team Trials, and Olympic Trials.

TO QUALIFY AS AN OUTREACH ATHLETE WITH OSI:

If you are eligible and would like to offset the cost of your swimmer's meets please speak to the current Outreach Specialist, Head Coach Lissa Parker, or one of your LCSC Board Members.
Every Kid Sports Pass is a national non-profit organization that provides low income families with the opportunity to play sports. This organization helps keep kids in sports by helping families navigate the obstacle of finanicial restriction. Every Kid Sports Pass will pay for 3 months of swim dues ($150.00) for 3 seasons per swimmer. The Every Kid Sports Pass opens three sesaons a year: once each for spring, fall, and winter seasons. Every Kid Sports does not offer a summer pass at this time. If you have more than one athlete, you will need to do an application for each one.
Add your Chek Card(s) to your PayPal Wallet
This step will need to be done each time you receive funds from Every Kid Sports. The debit Card number changes with each application.
If you received funds for more than one athlete you will have a separate card for each athlete.
Finding your Chek card information
Login into your Chek app
Here you will see the card(s) from Every Kid Sports.
Click on the > next to the dollar amount that is loaded onto your Chek Card(s)
Then click on Show Card details
The Card will flip over to reveal your 16 digit card #, the CVV Code, and the expiration date.
This is the information you will need to add your Chek Card(s) to your PayPal Wallet.
Add your Chek cards to your PayPal Wallet
Login to your PayPal Account
From the home screen
Click on Wallet
From the Wallet screen click Add new>
A window will pop up from the bottom titled “Add to Wallet”
Click Debit and credit cards
Then Enter your card info
Enter your 16 digit Chek card number into the Card number
Enter your Expiration date in the Expiration
Enter the CVV code in the CVV
Make sure your billing address for the card is the same address you used for the Every Kid Sports application(s)
If it is not, click change next to the billing address and change the address
Click Link Card
Your Chek cards should now appear in your PayPal Wallet
Once you have created both your Chek and PayPal Accounts and added your Chek Cards to your PayPal wallet you are ready to transfer the funds to the Lincoln City Swim Club.
If you have not done this yet please refer to steps 1 through 4 in "SETTING UP ACCOUNTS AND TRANSFERRING EVERY KIDS SPORTS FUNDS" document above. Adding Chek cards to your PayPal wallet has to be done each time you receive funds with Every Kid Sports. The debit Card number changes with each application. See above for instructions.
Log into your PayPal Account
From the home Screen Click the Payments Button at the bottom of the screen
At the top of the screen in the box labeled Send to someone new that says "Name, username, email, mobile"

You can star the Lincoln City Swim Club to add them to your top contacts
Type in the amount that was loaded onto your Chek Card
If you received $150.00 type $150.00. If you have more than one card, type only the amount loaded specifically to each card. Then repeat step 5 again for any additional Chek cards.
To assure that your funds are applied to your monthly dues.
Type in your last name, your athlete’s first and last name, and the words “swim dues”
in the Add a message box.
Click Next
Select the Chek card you are using to pay with

Review the payment and Click Send
You should receive an email and text message confirmation from PayPal
Please send the LCSC Treasurer an email with YOU AND YOUR ATHLETE’S FIRST AND LAST NAME with a brief message along the lines “FUNDS FROM EVERY KID SPORTS SENT TO PAYPAL FOR SWIM DUES”. In the SUBJECT LINE of the email write EVERY KID SPORTS’ FUNDS.

The Lincoln City Swim Club is proud to offer the Family Hardship Scholarship to our members. This scholarship is available to any family experiencing a financial hardship that could prevent their swimmer from continuing with the club for financial reasons. The number of recipients for this scholarship is contingent on the availability of funds. No applicant is guaranteed to receive funding.
Funding periods and application deadlines are as follows:
Period 1: Application deadline August 31st (Funds awarded for September 1st to December 31st)
Period 2: Application deadline December 31st (Funds awarded for January 1st to April 30th)
Period 3: Application deadline April 30th (Funds awarded for May 1st to August 31st)
All applications are processed on a point system, which provides a fair and transparent selection process. This method provides an equal opportunity for all applicants, including new applicants or those who might otherwise be overlooked, and eliminates any possibility of favoritism.
When applying, read the eligibilty requirements carefully. APPLICATIONS THAT DO NOT MEET THESE REQUIREMENTS WILL BE DENIED FOR THE FUNDING PERIOD APPLIED FOR. Additionally, all scholarship recipients and their families are subject to expectations/ requirements during their award period.
To be considered for the LCSC Family Hardship Scholarship, your family must demonstrate a form of financial hardship. This includes:
Low income:
If applying under this category, you must submit, along with your application, either:
A current SNAP award letter
A current Medicaid award letter
House Damage: (e.g., fire, flood, pipe break, severe storm)
Family Death
Loss of income: (e.g., job loss, temporary layoff, injury)
Unexpected expenses: (e.g., significant medical bills, relocation costs)
In addition to demonstrating financial hardship, all applicants must meet the following criteria:
You must have applied for Every Kid Sports first prior to submitting your scholarship application (see the section on this page labeled Every Kid Sports above). Please note that a denial from Every Kid Sports does not disqualify you from applying to and receiving the LCSC Family Hardship Scholarship.
Your account must not have a credit balance.
You must have completed all assigned service hours from the previous service hour billing cycle. This eligibility requirement will be waived for new families (not returning families).
The families of scholarship recipients are expected to:
Recipients must attend and actively participate in an average of 2 weekly practice sessions per week.
Families of recipeints must complete all assigned service hours during the award period.
Families of recipients must work at all LCSC home meet sessions.
FAILURE TO MEET ANY OF THE ABOVE REQUIREMENTS WILL RESULT IN A LOSS OF YOUR SCHOLARSHIP. If your scholarship is revoked, please understand that all outstanding dues will become immediately payable, and the revoked funds will be returned to the scholarship fund for redistribution.
If you are eligible and agree to fulfill ALL the requirements listed above should you be awarded the scholarship, please complete this application in its entirety. INCOMPLETE APPLICATIONS WILL NOT BE PROCESSED, requiring you to reapply during the next scholarship period.

NOTE THIS DOES NOT COVER ANY OF THE COSTS RELATED TO THE LINCOLN CITY SWIM CLUB. ALL FUNDS FROM THIS SCHOLARSHIP FUND GOES TO LINCOLN CITY PARKS AND REC FOR USE OF THE COMMUNITY CENTER.
The Lincoln City Parks and Rec offers a scholarship for the use of the Lincoln CIty Community Center. The amount of the scholarship can vary from year to year. The scholarship period runs from July 1-June 30 each year. Applications are provided on the left for your convinience.
