Overview

The Math Professional Learning Partnership (MPLP) Grant Program builds capacity for mathematics coaching, teaching, and leadership so that every California student in grades transitional kindergarten through twelve (TK–12) has access to high-quality mathematics instruction, aligned to the 2023 California Mathematics Framework (CMF).

MPLP is led by Kern County Superintendent of Schools in partnership with the California Mathematics Project (CMP), County Offices of Education (COEs), and other education leaders working alongside Local Educational Agencies (LEAs).

The MPLP Theory of Action calls for providing existing and aspiring teacher leaders, administrators, and coaches with sustainable and role-specific professional learning and ongoing networks to support students’ access to high-quality teaching and learning.

Statewide Capacity-Building

MPLP is intended to support the overall ecosystem of K-12 math education. It builds a linked system of networked organizations* to strengthen mathematics education, together. The information represented in this flowchart is presented in greater detail in the tabs that follow.

*Organizations include California Math Project (CMP) sites, County Offices of Education (COEs), partner grant programs (RMC, CPE, MSCS), LEAs and schools sites.

MPLP Steering Committee

MPLP Steering Committee determines the scope of work and provides guidance. The work is organized into four key areas:

Professional Learning

Develop professional learning from the Menu of Services aligned with CMF to support regional/county leaders, teacher leaders, administrators, and coaches statewide.

Technical Assistance for Service Region Co-leads (SRCLs)

Plan, facilitate, and support a range of structured learning experiences to support SRCLs with their Regional Implementation Plans (RIPs).

Service Region Co-leads (SRCLs)

A subset of regional math leaders and their organizations serve as Service Region Co-Leads (SRCLs): joint CMP and COE teams representing California’s eleven Curriculum and Instruction Steering Committee (CISC) regions.

Develop partnerships and structures for collaboration as SRCL organizations with CMPs, COEs, and LEAs in the region.
- Bridge communication within regions and across the state to learn with and from each other.
- Provide technical assistance on the Framework and MPLP-related topics to the region, including minigrant applicants and minigrant-awarded CMPs and COEs.
Develop, implement, and revise Regional Implementation Plans (RIPs) in partnership with CMPs, COEs, and LEAs.
- Facilitate professional learning aligned to the Regional Implementation Plan, including Modules, RICs, etc.
- Develop leaders and coaches, both current and aspiring, within the regions through access to the statewide menu of services.
Collect and respond to data such as outcome measures and needs assessments that show the impact of professional learning across the region, with an emphasis on underserved/under-resourced communities and marginalized student groups.

California Math Project (CMP) Sites & County Offices of Education (COEs)

Regional math leaders based at CMP sites & COEs are an important link between SRCLs, Teacher Leaders, Administrators, and Coaches.

Collaborate with SRCLs and LEAs to identify regional needs and assets. COEs and CMPs bring county- and context-specific knowledge to build a meaningful Regional Implementation Plan (RIP).
Implement relevant services from the RIPs and potentially leverage minigrant opportunities to augment the RIPs in the region.
1. Facilitate Professional Learning tied to the RIPs, including Modules, RICs and other services from the statewide menu of services.
2. Develop Leaders and Coaches, both current and aspiring, through access to the statewide menu of services.
Collect and respond to data such as outcome measures and needs assessments that show the impact of professional learning, with an emphasis on underserved/under-resourced communities and marginalized student groups.

Teacher Leaders, Administrators, and Coaches

MPLP Theory of Action is rooted in providing existing and aspiring teacher leaders, administrators, and coaches with sustainable, role-specific professional learning and ongoing networks that support students’ access to high-quality teaching and learning.

Engage in learning from the menu of services to understand the role of CMF and local context in providing students access to high-quality math instruction. Services are offered regionally. Site and district leaders can access services through their regional math leaders at SRCL organizations or CMPs & COEs.
Implement learning in context at the classroom, school or LEA level. The menu of services strikes a balance between adult learning, student learning, and overall system design and improvement. Leaders apply the learning and reflect on the impact, which in turn informs the regional leaders at the SRCL organizations or CMPS & COEs.

From Actions to Impact

MPLP is a statewide initiative working to ensure every TK-12 student has access to high-quality math teaching. The initiative builds a system of support that develops current and aspiring teacher leaders, administrators and coaches who directly shape the learning in the classroom.

The MPLP Theory of Action calls for coordinated actions that build a statewide system which in turn strengthens mathematics instruction. Through the MPLP initiative, leaders and schools will engage in continuous improvement toward high-quality instruction that leads to deeper learning and a growth mindset that every student can learn math.
