Why are behavioral concerns sustaining? Do we have data to confirm or refute this? Is the “why” related to things we can change? Do we have the expertise on the team to address the “why”?
Skill problem or a performance problem?
Does the data indicate that a problem exists that cannot be addressed through Tier 1 interventions?
Is the problem correctly defined? Magnitude of the problem?
Does the student need intensified and individualized supports and services?
