The Division of Services for People with Disabilities (DSPD) promotes opportunities and provides supports for people with disabilities to lead self-determined lives by overseeing home and community-based services.
DSPD provides services to people with intellectual disabilities and related conditions, physical disabilities, and traumatic brain injuries.

This is a waiver for persons with an intellectual disability or related conditions. The services support individuals to remain in their homes or other community settings.
The waiver is designed to help people with physical disabilities remain in their homes or other community based setting.
This waiver supports people with acquired brain injuries remain in their home or other community based setting.
Employment First, means that employment in the general workforce should be the first and preferred option for individuals with disabilities receiving assistance from publicly funded systems. Simply put, Employment First means real jobs, real wages.
Requires the Department of Workforce Services, the Utah State Office of Rehabilitation, and the Division of Services for People with Disabilities to, when providing services to a person with a disability, give priority to providing services that assist the person in obtaining and retaining meaningful and gainful employment.
