📢 Important Benefits Update: Transitioning to the Family Reimbursement Account (FRA)
We are transitioning from the Family Advantage Health Plan (FAHP) to the Family Reimbursement Account (FRA).
We want to assure you that as we transition from the Family Advantage Health Plan (FAHP) to the new Family Reimbursement Account (FRA), your benefits will remain the same. Anything your primary health insurance plan covers, will still be covered by the FRA.Â
The primary change is the administrator handling your account:
New Administrator: Your FRA benefits will now be managed by EBC (Employee Benefit Corporation).
New Card: All participants will receive a new benefits debit card from EBC. Please begin using this new card for eligible expenses starting January 16, 2026.
Please be aware of the following administrative blackout period for submitting claims and using your benefit funds:
The blackout period is from January 1, 2026, through January 15, 2026.
During this time, EBC will be loading all account data, and your old and new benefit cards will not be active. We ask that you pay for any expenses incurred during this period out-of-pocket and submit them for reimbursement through the new EBC portal after January 15th.
Family Advantage Health Plan (FAHP)
WHEN TO ENROLLÂ
Eligible members may enroll in the FAHP:Â
During annual open enrollment period, as long as other employer coverage has same open enrollment period or allows mid-year enrollment; or
Due to a qualifying event, such as spouse’s open enrollment or change in status (e.g. marriage, birth of child, etc.).

PLAN BENEFITS
Reimbursement of any copays, deductibles, and coinsurance due on primary health insurance plan, up to the annual out-of-pocket maximums allowed by the Affordable Care Act. Effectively, this creates a 100% coverage plan for most participants enrolled in the FAHP.
No premium contribution deducted from employee’s paycheck to enroll in the FAHP.
Ongoing monthly payroll bonus of $50 per member enrolled in FAHP to help offset any additional premium costs of alternative employer coverage.
ELIGIBILITY CRITERIA
To be eligible, the member (e.g. employee, spouse, and/or child) must meet two criteria:Â
Member has been enrolled on the company medical plan for at least 9 months prior to the FAHP effective date.
Member has access to enroll in alternative employer-sponsored medical plan (e.g. via spouse, parent, 2nd job, etc.).
HOW TO ENROLL
If you are interested in the FAHP, here is what to do next:
Verify eligibility for the FAHP with your HR department.
Evaluate current coverage vs combination of other employer alternative coverage + FAHP. Use BCC Cost Comparison worksheet.
Enroll applicable members in alternative employer coverage. Ensure no HSA dollars are received or contributed if the alternative employer coverage is an HDHP.
Waive coverage on the SDJ medical plans for next year and complete the FAHP enrollment and attestation forms.
