Following the 2018 video going viral, Carroll ISD formed a District Diversity Council which started to research about the cultures within Southlake. They presented their information to the board in February 2020. Their findings are that the 3 counties students were most often born in was the United States, India, and China. The 3 most spoken languages are English, Spanish, and Mandarin. The most shocking statistic, is that only about half the student population felt that Carroll ISD took care of discrimination complaints and 60% felt that the current anti-racism program was acceptable.
Because of the lawsuit, Carroll ISD has not been allowed to discuss or change anything within the CCAP. This plan was created by subcommittees within the District Diversity Council.
The CCAP outlines 5 goals:
Promote Cultural Competence within CISD
Facilitate communication and understanding among different stakeholders, and serve as a community resource.
Advocate for and support culturally competent and responsive programs and policies.
Engage students, staff, and factually to collect feedback on cultural competence in CISD.
Propose strategies for Reaching Cultural Competence.
The document further outlines specifics as to how they will meet each of their goals and why.
While there are now numerous documents and reasons for Carroll ISD being sued over CCAP, one reason is that board members violated TOMA or the The Open Meetings Act which requires members to only speak of the CCAP during public hearings and not to make decisions without publicly speaking of them. The 2 board members Michelle Moore and Todd Carlton were arrested on April 5th for violating TOMA again during the meeting through further text messages.
